The United States once led the field of chip manufacturing, but due to long-term insufficient investment in the industry and other reasons, the chip manufacturing industry in the United States is currently in a weak position. Faced with the "chip shortage" crisis, the United States hopes to vigorously attract investment from all parties, and chip industry giants are also adjusting their future development direction in the new round of layout.

For a long time, Intel has only produced its own chips, but according to its revival plan, it will manufacture chips for companies including Qualcomm and Amazon in the future. At the same time, it will also provide commercial chip manufacturing services to the US Department of Defense.

In March this year, Intel announced the restart of its foundry business, investing $20 billion to build two wafer fabs in the United States, which are expected to be fully operational in 2024. The investment is expected to create more than 3,000 high-tech, high-paying jobs, as well as more than 3,000 construction jobs and approximately 15,000 local long-term jobs.

At the same time, Intel is also seeking to expand overseas markets. Fox Business reported that Intel plans to invest $95 billion to build eight new chip factories in Europe to create a vertically integrated semiconductor supply chain. The company will also launch a foundry service accelerator program in Ireland to help automotive chip design companies accelerate their transition to advanced process technology. This year, Intel announced an investment of $3.5 billion and $10 billion to upgrade its New Mexico plant and build a new wafer fab in Israel.

While Intel is stepping up its global layout, the United States is also calling on chip manufacturers from other countries and regions to increase investment in the United States in order to regain its leading position in chip manufacturing.

As early as May 2020, TSMC announced that it would invest $12 billion to build a wafer factory in the United States. The factory plans to manufacture 5nm chips in Phoenix, Arizona in the first quarter of 2024. In order to start production as soon as possible, TSMC recently prepared to relocate its entire chip factory to the United States.

In March this year, GlobalFoundries announced that it would invest $1.4 billion to expand production at three wafer fabs in the United States, Singapore and Germany, mainly producing chips ranging from 12nm to 90nm. GlobalFoundries also plans to build a new wafer fab with subsidies from the US government.

According to Reuters, Samsung Electronics' second wafer fab is expected to be located in Williamson County, Texas, with an investment of $17 billion to produce advanced logic chips. Currently, the United States only accounts for 12% of the global share of logic chip manufacturing.

While TSMC and Samsung are still racing against time to advance the mass production of 3nm chips, IBM of the United States has officially demonstrated their world's first 2nm chip manufacturing technology to the outside world.

However, at the US Chip Summit in late September, the Biden administration required chip companies to submit relevant business data and may take compulsory measures to obtain these companies' trade secrets, which aroused concerns and dissatisfaction.
