According to foreign media reports, after the release of iOS 15.4, Apple has stopped verifying iOS 15.3.1, which was the iOS version launched in February. Since iOS 15.3.1 is no longer verified, if users have updated to iOS 15.4, it is impossible to downgrade to the previous iOS version.
Apple typically stops signing software updates for older versions after a new version is released to encourage users to update their operating systems, so it's not surprising that iOS 15.3.1 is no longer being verified.
iOS 15.3.1 was a bug-fix update that addressed a WebKit vulnerability, while iOS 15.4 was a major update that added new emojis, Face ID support with masks, and a host of other features.
In addition, Apple has also stopped verifying tvOS 15.3.
