Wuhan to build a memory base with $24 billion

Hubei Daily reported on the 16th that the Provincial Economic and Information Commission learned that after several rounds of communication, the National Fund Company, Wuhan Xinxin Integrated Circuit Manufacturing Co., Ltd., Hubei Fund Company, and Beijing Yizhuang Development Zone have reached a consensus on the national memory base project to be built in Wuhan. The total investment of the project will reach 24 billion US dollars. With Wuhan Xinxin Integrated Circuit Manufacturing Co., Ltd. as the main body, a memory company will be established to achieve a monthly production capacity of 300,000 memory chips.

According to data provided by CCID Consulting, a well-known domestic analysis agency, in 2014 , the scale of China's chip market reached 1039.31 billion yuan, accounting for 50.7% of the global chip market . Among them, the scale of the memory chip market reached 246.55 billion yuan, accounting for 23.7% of the domestic market , which is larger than CPU and mobile phone chips. However, China's memory chip industry is basically blank and almost 100% dependent on imports. In 2014 , China's chip industry imported 217.6 billion US dollars, second only to crude oil imports of 228.3 billion US dollars.

Wuhan Xinxin Integrated Circuit Manufacturing Co., Ltd. was established in 2006. It is a major strategic investment project invested by Hubei Province and Wuhan City at a cost of 10 billion yuan . It is 100% controlled by Hubei Science and Technology Investment Group. At present, the company mainly produces NOR Flash memory chips, with cumulative shipments exceeding 100,000 pieces.

To enhance the competitiveness of the industry, Wuhan Xinxin Integrated Circuit Manufacturing Co., Ltd. reached a cooperation with the internationally renowned storage company Spansion in February this year to develop and produce 3D NAND three-dimensional memory with better performance than NOR Flash , and signed a joint development and cross-licensing agreement. In addition, the company also reached a cooperation with IBM and obtained the latter's manufacturing technology license.

It is predicted that thanks to the development of the Internet of Things and the Internet of Vehicles, the compound annual growth rate of 3D NAND will exceed 80% by 2018 .

The Provincial Economic and Information Commission stated that after the completion of the national memory industry base, Wuhan Xinxin will become a leading enterprise in the domestic memory industry. To support the development of enterprises, our province has formulated and issued the "Hubei Integrated Circuit Industry Development Action Plan", implemented the " Achieve a 100 billion industry leap by 2020 " action plan, and established the Hubei Integrated Circuit Industry Investment Fund. The first phase of the 10 billion fund has been in place, and will be further expanded to 30 billion yuan in the future .
