On November 20, according to the Shanghai Market Supervision Bureau, the State Administration for Market Regulation officially approved the Shanghai Motor Vehicle Inspection and Certification Technology Research Center Co., Ltd. to set up a national automotive chip quality inspection and testing center, marking the establishment of the first national testing center in the field of automotive chip products in Shanghai.

Specifically, the preparation period for the National Automotive Chip Quality Inspection Center is 18 months. It is planned to build six professional laboratories including integrated circuits, third-generation semiconductors, automotive-specific sensor chips, multi-chip modules, automotive passive components, and chip failure analysis. It focuses on four types of chips, including control chips, power chips, storage chips, and high-computing power computing chips, to carry out standard research and experimental verification, and to open up the full-link inspection and testing needs of automotive chips in design and development, R&D testing, vehicle installation verification, production quality control, and risk assessment. On this basis, it will improve the fault failure analysis capabilities and establish an industrial chain quality assurance system and product quality monitoring mechanism.

So far, the State Administration for Market Regulation has approved and authorized 52 national quality inspection centers in Shanghai, of which 51 have been built. The service areas cover strategic emerging industries and key advantageous industries such as robots, industrial Internet, and satellite navigation, and have played a positive role in promoting quality improvement, promoting technological progress, serving enterprises to reduce costs and increase efficiency, and promoting the smooth and efficient industrial chain and supply chain.

In January this year, in order to effectively play the supporting and leading role of standards in promoting the development of the automotive chip industry, the Ministry of Industry and Information Technology organized the compilation of the "Guidelines for the Construction of the National Automotive Chip Standard System" based on the "National Standardization Development Outline" and the "Implementation Plan for the New Industry Standardization Pilot Project (2023-2035)".

It is proposed to accelerate the development of key standards such as automotive chip environment and reliability, electric vehicle chip environment and reliability, and automotive chip information security. At the same time, it will also promote the formulation of a series of important standards such as intelligent driving computing chips, automotive ETC chips, infrared thermal imaging chips, cellular communication chips, security chips, and power drive chips for electric vehicles to further refine and clarify the technical requirements and test methods of various types of automotive chips. According to the plan, more than 30 key automotive chip standards will be formulated by 2025; more than 70 automotive chip-related standards will be formulated by 2030, basically completing the full coverage of typical application scenarios of automotive chips and their test methods, meeting the needs of building a safe, open and sustainable automotive chip industry ecosystem.
