Compared with the bleak industry in the United States, China's chip industry is booming. However, don't forget that about 20 years ago, the circuit design industry in the United States was also in its golden age. There was even a case where a company went directly to the Stanford VLSI course classroom to offer everyone an offer, and the signing fee was a BMW Z3 sports car. Will China's circuit design industry also fall into depression like the United States in the future?

First of all, we believe that of the two reasons summarized above that led to the decline of the US circuit design industry (industry outsourcing and lack of capital support), the former is the result and the latter is the cause. In fact, outsourcing of manpower/projects is an inevitable trend of global division of labor, so it should be expected that China's chip design industry and jobs will slowly move from Beijing, Shanghai and Shenzhen to third-tier cities or even other developing countries with lower labor costs in the future. More importantly, if we believe that the chip industry is still an important development direction for China in the 21st century, then we should provide support in terms of capital and encourage start-ups (such as capital exit mechanisms such as the Science and Technology Innovation Board). In this way, even if more and more projects and labor of circuit design companies flow to third countries with lower costs through outsourcing, we can have more circuit design companies active in China, so overall chip design in China will not be depressed, but will be more prosperous.

Secondly, China also needs to avoid the problem of talent outflow from the circuit design industry. Although China does not have the expensive higher education expenses of the United States, the cost of living in first-tier cities is not low. After all, colleagues in the circuit design industry also hope to live a happy and dignified life, and do not want to see their years of hard work not as good as the housing price increase in three months. In this regard, I hope there will be more measures to retain people, which is the source of the long-term prosperity of China's circuit design industry.
