On September 8, the People's Government of Sichuan Province issued the "Sichuan Province's 14th Five-Year Plan for New Infrastructure Construction" (hereinafter referred to as the "Plan").
According to the Plan, by the end of 2020, Sichuan Province will have 295,000 fourth-generation mobile communication (4G) base stations and more than 36,000 5G base stations. The first supercomputing center in the west, Chengdu Supercomputing Center, was completed and put into use, with a computing power of 100 trillion times per second. Artificial intelligence technology and industry are deeply integrated and applied, and it has been approved as a national new generation artificial intelligence innovation development pilot zone and a national artificial intelligence innovation application pilot zone.
The Plan points out that by 2025, Sichuan Province's information infrastructure will reach the national leading level, and its information infrastructure will be leading in China. 5G, gigabit optical networks, and the Internet of Things will be fully covered, Beidou applications, terahertz communications, and quantum communications will make breakthrough progress, and the Internet Protocol Version 6 (IPv6) traffic scale and network scale will be among the highest in the country, becoming a national core communication network hub and an important node for the international Internet entrance and exit. Artificial intelligence, blockchain, industrial Internet, high-resolution satellites, etc. will be widely used, and the computing power level will be among the best in the world, and a national hub node for the national integrated computing power network will be built.
Looking ahead to 2035, a new infrastructure system that is "intelligent, ubiquitous, integrated, efficient, safe and reliable" will be fully built. The "digital divide" between China and the leading regions in the country and between urban and rural areas in the province will be basically eliminated. The level of scientific and technological innovation will lead the country, and industrial development will be highly digitalized, networked and intelligent, providing strong momentum for high-quality economic and social development.
The "Plan" proposes measures to expand the supply capacity of information infrastructure, promote the empowerment and upgrading of integrated infrastructure, enhance the development level of innovative infrastructure, expand the application space of new infrastructure, enhance the technical support capabilities of new infrastructure, improve the safety and reliability of new infrastructure, promote regional urban-rural coordinated development of new infrastructure, environmental impact assessment, and safeguard measures.
Expanding the supply capacity of information infrastructure
Coordinated construction of data center system
Build a national data circulation center, data range, computing power dispatch center and international data portal, and construct an integrated big data center collaborative innovation system with two levels of digital center clusters and urban internal data centers, cloud computing and edge computing. Support places with conditions to build regional high-performance edge data centers, strengthen the transformation, upgrading and integrated utilization of existing data centers, and meet the business needs of financial securities, ultra-high-definition video, Internet of Vehicles, smart factories, etc. that have extremely high network requirements. Build Sichuan Province's big data resource center and dispatch platform to gather and integrate government data, social data, and Internet data, promote innovative applications of data resources, and build a data center ecosystem with coordinated development of data, scenarios, industries, and security.
Accelerate the construction of intelligent computing power system
Promote the construction of a national computing power dispatch center, accelerate the establishment and improvement of cloud resource access and hierarchical dispatch mechanisms, reduce the cost and threshold of computing power use, undertake the computing power needs of the Chengdu-Chongqing region and all over the country, and build a national computing power service system with high-level computing power dispatch capabilities. Promote the upgrade and expansion of the Chengdu Supercomputing Center in a timely manner, build an important support platform for scientific research, technology development, and industrial services, and become an important node in the national supercomputing system.
Vigorously carry out future network test and verification
Build the BeiDou Ground-Based Augmentation System, BeiDou Spacetime Service Platform, and Sichuan Branch of the National BeiDou Navigation and Positioning Service Data Center to realize the integration and sharing of spacetime data resources, provide centimeter-level navigation positioning and location services, promote satellite application models such as "BeiDou+" and "+ BeiDou", and build the leading BeiDou application infrastructure in China. Accelerate access to the national quantum secure communication backbone network, carry out quantum communication application pilots, explore the cutting-edge applications of quantum communication in government affairs, finance, electricity and other industries, and cultivate quantum communication technology innovation and application ecology.
Enhance the technical support capabilities of new infrastructure
Promote key technology research in key areas
Actively promote basic theoretical research on big data intelligence, cross-media perception, human-machine hybrid enhanced intelligence, and advanced machine learning. Accelerate the promotion of applied scientific research on 5G multi-access integration, millimeter wave, flexible and efficient bearing technology, industrial control systems, industrial Internet security technology, and intelligent satellite technology. Explore cutting-edge theoretical research on quantum technology, brain-like intelligence, biometric recognition, and deep learning. Focus on basic electronic components, special packaging equipment, smart terminals, basic software, industrial software, databases, and other fields to break through a number of supporting technologies. Strengthen the research and development, production, and demonstration application of independent and controllable technologies, accelerate the construction of a national digital service export base, explore the construction of an open source software supply chain platform, implement the "Storage Valley" construction project, and create a global high-end storage base . Strengthen cross-innovation in basic disciplines such as information science and biology.
Cultivating new technology infrastructure for the future
Accelerate the construction of the National New Generation Artificial Intelligence Innovation Development Pilot Zone and the National Artificial Intelligence Innovation Application Pilot Zone, and strive to promote the development of technologies such as artificial intelligence chips, hardware and computing platforms, and code intelligent analysis and detection. Vigorously carry out demonstrations of artificial intelligence applications in finance, education, medical care, transportation, consumption and other fields. Accelerate the construction of high-level platforms such as the Artificial Intelligence Research Institute, the Provincial Brain Science and Brain-like Intelligence Research Institute, and the "Future Artificial Intelligence" cross-research platform. Create a government data open sharing blockchain pilot platform, strengthen blockchain infrastructure such as the "Shuxin Chain", build an intellectual property financing service platform based on blockchain technology, and explore the establishment of a digital asset trading system based on blockchain technology. Build a blockchain industry innovation center to accelerate the core technology research, integrated innovation and integrated application of blockchain privacy protection, cross-chain control, network security and other core technologies.
