On April 27, the Qingdao People's Government issued the "Digital Qingdao 2021 Action Plan" (hereinafter referred to as the "Action Plan"), which proposed five aspects: accelerating the construction of a coordinated and efficient digital government, promoting the construction of a smart and convenient digital society, cultivating a vibrant digital economic ecosystem, building an intelligent and integrated digital infrastructure, and strengthening the construction of a support and guarantee system.

Among them, in terms of cultivating a vibrant digital economic ecosystem, the Action Plan proposes to promote the development of digital industrialization, including: digital economic parks, key basic information industries, and strategic emerging information industries.

Digital economy parks. Promote the construction of digital economy pilot parks such as the Shandong Province (China Radio and Television Qingdao) 5G High-tech Video Park, Qingdao International Innovation Park, Qingdao International Special Innovation Zone, Shinan Software and Animation Park, Qingdao Optics Valley Software Park, and Haier Cloud Valley, and accelerate the formation of a digital industry ecosystem. Support various districts (cities) to accelerate the construction of key projects in the digital economy field, and promote the construction of Qingdao Scientific Instrument Industrial Park, Inspur Qingdao Big Data Industrial Park, Huawei Technology Industrial City, Kingdee Software Park, Hualu Shandong Headquarters Base Project, Qingdao Big Data Cloud Computing Comprehensive Demonstration Park, and Xiazhuang Smart Industry Ecological City.

Key basic information industries. Accelerate the development of basic information industries such as integrated circuits and semiconductors, promote the construction and production of HKC's 6-inch wafer semiconductor power device project and Haier's intelligent electronic interconnected factory computer board R&D and production project, and build a full industrial chain of integrated circuit design, manufacturing, packaging and testing, equipment, and materials. Strengthen and expand the new generation of information technology industry, take the approval of "China's Software Characteristic City" as a new starting point, cultivate the "Qingdao Software" local brand, and achieve a growth rate of about 10% in the operating income of software and information technology service industries above a certain scale. Promote the development of high-tech video industry, focus on the layout of high-tech video content product innovation, high-tech video cloud, high-tech video software and hardware equipment production under 5G conditions, and create a high-tech video industry demonstration zone with important international influence.

Strategic emerging information industry. Accelerate the construction of the AI ​​innovation and application pilot zone, promote the deep integration and development of the new generation of AI and the real economy, cultivate 5 influential domestic AI leading enterprises, build about 10 AI innovation platforms, form more than 10 deep application scenarios with industry influence, promote the empowerment of 100 key enterprises and 100 application scenarios, and explore the formation of the "Qingdao model" of the national AI innovation and application pilot zone. Promote the construction of the Qingdao base of the National Advanced Computing Industry Innovation Center and the Zhongke Sugon Global R&D Headquarters Base. Promote the construction of the Huawei (Qingdao) Zhigu project and the SCO Urban Smart Manufacturing Valley project, build the Huawei (Qingdao) Artificial Intelligence Innovation Center and the online digital industrial park, and create a model for the innovative development of Shandong's manufacturing industry. Promote the construction of the intelligent vision AI open innovation platform project, and create Shandong's first intelligent AI open platform that relies on artificial intelligence technology to empower the industrial development and intelligent manufacturing of various industries. Cultivate the blockchain industry and improve the "blockchain +" industrial ecology. Accelerate the technological breakthrough of intelligent connected vehicles and build an intelligent connected vehicle industry ecosystem and application ecosystem with Qingdao characteristics.

In terms of building intelligent and integrated digital infrastructure, the Action Plan points out that Qingdao will accelerate the construction of new infrastructure.

Including: "Dual Gigabit" cities. Accelerate the construction of "Dual Gigabit" cities, and gradually achieve 1000Mbps access capacity for mobile communication networks and fixed broadband networks. Fully deploy IPv6, and coordinate the promotion of IPv6 upgrades for the city's backbone network, metropolitan area network, and access network. Accelerate the construction of 5G infrastructure, support operators to carry out 5G base station construction in a new model of co-construction, sharing and use, and build more than 5,000 new 5G base stations. Build high-quality 5G networks, comprehensively promote 5G network pilots and large-scale networking, and promote the deep integration of 5G with key vertical industries.
