According to the Semiconductor Industry Observer, the State Council Academic Degrees Committee meeting this morning voted to approve the integrated circuit major as a first-level discipline and to separate it from the first-level discipline of electronic science and technology. The integrated circuit major is planned to be set up under the newly established interdisciplinary category, and after approval by the State Council, it will be announced together with the interdisciplinary category!

The establishment of a first-level discipline related to integrated circuits has been discussed for many years, but it has not been formed due to various disputes. With the continuous development and changes of disciplines, the original first-level discipline division has in fact restricted the cultivation of integrated circuit talents in my country, and thus affected the healthy development of my country's integrated circuit industry. Against the background of Sino-US trade frictions, this problem has been greatly magnified.

As early as October 8 last year, the Ministry of Industry and Information Technology published a letter in response to the CPPCC's "Proposal on Accelerating Support for Industrial Semiconductor Chip Technology Research and Development and Independent Industrialization Development". In the letter, the Ministry of Industry and Information Technology particularly pointed out the need to "promote the establishment of a first-level discipline of integrated circuits and further strengthen the exemplary microelectronics college."

The approval of integrated circuit as a first-level discipline can be said to be good news for the entire integrated circuit!

In response to this good news, the Semiconductor Industry Observer reporter immediately contacted Huang Letian, an associate professor at the School of Electronic Science and Engineering of the University of Electronic Science and Technology of China. Professor Huang published the articles " A Brief Discussion on Integrated Circuits Becoming a First-Level Discipline " and " Rediscussion on Integrated Circuits Becoming a First-Level Discipline " last year. These two blog posts also attracted widespread attention in the industry at the time.

Just now, Professor Huang expressed his views on the impact of integrated circuits becoming a first-level discipline on talent training:

"In fact, 'discipline' is the basic 'handle' for the construction of higher education in my country. A very practical example is the 'Double First-Class' construction. 'Double First-Class' refers to 'first-class universities' and 'first-class disciplines'. And first-class universities must be based on first-class disciplines. Therefore, when evaluating, everyone evaluates according to the quality of the discipline, and when allocating funds, they are allocated according to the discipline construction. If there are no independent disciplines, there will be no direct evaluation system, and there will be no direct construction funds. In the previous model, integrated circuits were dispersed among various disciplines. Therefore, the construction funds have actually undergone 'secondary distribution' or even 'tertiary distribution', and many times they cannot get construction funds, especially for some schools with relatively weak strength in the field of integrated circuits. The corresponding teaching staff construction, teacher professional title promotion and other aspects will also be greatly restricted or even suppressed."

"If integrated circuits become a first-level discipline, it means that the integrated circuit discipline will be separately included in the assessment and funding plan, and its development space will be much larger than before. This will first of all be conducive to the formation of a more comprehensive and stable professional teaching team, and will be conducive to the country's "special funds for special purposes" for integrated circuit talent training and research, and will also improve issues such as graduate student enrollment quotas. This will have a very significant role in promoting the subsequent talent training in our country, especially the training of high-level talents with graduate degrees and above." Teacher Huang added.
