Overview of automobile industry-related policy information (2021.09.06—09.12)

CATARC China Automotive Policy Research focuses on automotive policy research. Over the years, it has assisted national government departments in carrying out a number of major policy studies on the automotive industry, and provided industry enterprises and local governments with a number of policy consulting services such as strategy/planning preparation, weekly/monthly report analysis, etc.

On September 4, Xie Zhenhua, China's special envoy for climate change, and relevant leaders from the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Ecology and Environment, and the Ministry of Commerce attended the 17th China Automotive Industry Development (TEDA) International Forum and delivered keynote speeches.

On September 9, the Ministry of Industry and Information Technology issued the "Notice on Organizing Supervision and Inspection of Road Motor Vehicle Manufacturing Enterprises and Products in 2021".

On September 10, the Ministry of Industry and Information Technology issued the "Road Motor Vehicle Manufacturing Enterprises and Products" (347th batch), the "Catalogue of Recommended Models for the Promotion and Application of New Energy Vehicles" (8th batch in 2021), the "Catalogue of Energy-Saving and New Energy Vehicle Models Enjoying Vehicle and Vessel Tax Reductions and Exemptions" (30th batch), and the "Catalogue of New Energy Vehicle Models Exempted from Vehicle Purchase Tax" (46th batch).

On September 3, the Industry Development Department of the National Development and Reform Commission investigated the "battery replacement model" and application of new energy vehicles.

On September 6, the Ministry of Industry and Information Technology issued the "Notice on the Preliminary Review of the Settlement and Audit of Subsidy Funds for the Promotion and Application of New Energy Vehicles from 2016 to 2020".

On September 9, the Industry Development Department of the National Development and Reform Commission organized a symposium on the development of new energy vehicles, and units such as China Automotive Technology and Research Center exchanged views on issues such as automotive chips.

● Intelligent networking

On September 8, the Ministry of Industry and Information Technology issued the "Notice on the Announcement of the List of Pilot Projects for Internet of Vehicles Identity Authentication and Security Trust", announcing 61 projects and pilot directions.

Recently, the Ministry of Transport and five other departments jointly interviewed 11 online ride-hailing platform companies and put forward five requirements, including adhering to the bottom line of legal and compliant operations.

On September 6, the Ministry of Transport publicly solicited opinions on the "Regulations on the Management of Road Transport Personnel (Revised Draft for Soliciting Opinions)".

On September 9, the Ministry of Transport issued the "Notice on Maintaining Fair Competition Market Order and Accelerating the Compliance of Online Rides."

On September 10, the National Development and Reform Commission and four other ministries jointly issued the "Notice on Key Work to Promote the Development of Urban Parking Facilities in the Near Future."

Energy saving and environmental protection

● Automobile environmental protection

On September 3, the Motor Vehicle Emission Monitoring Center released a summary of the environmental protection information disclosure of National VI vehicles (machines). As of September 3, 2021, 500 companies and 11,530 models of light vehicles had disclosed information, an increase of 103 models from last week; 820 vehicle manufacturers and 28,996 models of heavy-duty vehicles had disclosed information, an increase of 324 models from last week.

● Recycling

On September 6, the Ministry of Industry and Information Technology issued an interpretation of the management measures for the cascade utilization of power batteries for new energy vehicles.

● Environmental protection

On September 7, a video conference of informal ministerial consultations on the common time framework for nationally determined contributions to the Paris Agreement was held. my country expressed its commitment to pushing for an early completion of negotiations on the remaining issues of the implementation details of the Paris Agreement.

On September 8, the theme forum of CCICED's 2021 Annual Meeting "Green 'Belt and Road' and the 2030 Agenda for Sustainable Development" was held in Beijing.

● Energy policy

On September 6, the National Development and Reform Commission raised the price of refined oil products according to the mechanism. From 24:00 on September 6, 2021, domestic gasoline and diesel prices will increase by 140 yuan per ton.

Macroeconomic policies and others

On September 8, Premier Li Keqiang presided over an executive meeting of the State Council, deploying pilot projects for innovative business environments in some cities, supporting local governments in deepening reforms and taking the lead in trials, and making greater efforts to benefit enterprises and the public.

On September 10, the central bank released the financial statistics report for August 2021, showing that broad money grew by 8.2% and narrow money grew by 4.2%.

On September 7, the General Administration of Customs released import and export information. In the first eight months of 2021, my country's total import and export value was 24.78 trillion yuan, a year-on-year increase of 23.7%.
