US media reported on the 22nd that South Korea's Samsung Electronics plans to build a chip factory in Tyler, Texas, with an estimated investment of approximately US$17 billion.


The Wall Street Journal quoted sources as saying that the news may be announced as early as the 23rd. The governor of Texas is scheduled to announce an "economic" news in the evening of the 23rd local time.

The report said that the new chip factory in Taylor is expected to create about 1,800 jobs. However, the factory is not expected to start production until the end of 2024. In order to attract Samsung to invest in the factory, Taylor offered very generous conditions, which is equivalent to a 92.5% reduction in property taxes in the first ten years.

As the world's chipmaker with the highest revenue, Samsung Electronics plans to invest more than $205 billion in the next three years, with chip manufacturing being a top priority.

Yonhap News Agency reported on the 21st that Samsung Electronics Vice Chairman Lee Jae-yong was visiting the United States and met with senior White House officials on the 19th to discuss matters such as the US government's plan to provide preferential conditions for semiconductor companies. Lee Jae-yong met with core members of the US Congress responsible for the semiconductor preferential bill on the 18th, hoping that they would facilitate the passage of the bill.

In order to promote the development of the country's chip manufacturing industry, the U.S. Senate approved in June to provide $52 billion in direct subsidies to companies that build new chip factories in the United States, but the House of Representatives has not yet taken action.

Data provided by the Semiconductor Industry Association of the United States show that in 2020, U.S. chip production capacity accounted for 12% of the world's total, down from 37% in 1990.

If Tyler eventually wins the project, it will mean that Texas will take another step towards its goal of becoming a technology center. In October, Tesla CEO Elon Musk announced that he would move the electric car maker's headquarters from California to Texas.

Samsung's US chip foundry may use ASML's extreme ultraviolet lithography equipment. The company plans to mass-produce 3-nanometer chips around 2022 using Gate All Around transistor technology, which can more accurately control the current flowing through the channel, reduce chip area, and reduce power consumption.
