US Commerce Secretary: Huawei’s chips are not that advanced

In an interview with CBS, U.S. Commerce Secretary Gina Raymondo said the chips in Huawei Technologies Co.'s latest phones are not that powerful. China still lags behind in cutting-edge chip technology.
In an interview with CBS News' "60 Minutes," Raimondo downplayed the company's claims of a breakthrough and said the technology gap points to the Biden administration's success in imposing export controls on China.
When Raimondo visited China in August, Shenzhen-based Huawei unveiled a smartphone powered by advanced domestic chips that are generations ahead of the technology the U.S. hopes to halt China's progress.
"This is years behind where we are in the United States," Raimondo said in an interview that aired Sunday. "We have the most advanced semiconductors in the world. China doesn't have that. We've surpassed China in innovation." (" It's years behind what we have in the United States," Raimondo said in the interview broadcast Sunday. "We have the most sophisticated semiconductors in the world. China doesn't. We've out-innovated China." Raimondo vowed to take action "Strongest possible" actions to protect U.S. national security.
After the conflict between Russia and Ukraine, the United States and its allies tightened semiconductor export controls on Moscow, and the global chip competition intensified. Raimondo said the restrictions were effective, citing reports that Russians were taking semiconductors "out of refrigerators, out of dishwashers" to use in military equipment.
"Our export controls really hurt their ability to conduct war and make it more difficult," Raimondo said.
Raimondo, whose department was once known for a secretary who struggled to stay awake on the job, now plays a key role in the Biden administration's China strategy, including efforts to prevent the most advanced technology from falling into Chinese hands.
Raimondo is pressuring those countries, as well as South Korea and Germany, to further restrict China's access to foreign technology after having the Netherlands and Japan impose some restrictions last year before tightening U.S. rules in the fall.
Her department is also responsible for doling out more than $100 billion worth of grants and loans to boost domestic semiconductor manufacturing while rallying allies to curb China's own chipmaking and artificial intelligence ambitions.
In recent weeks, Raimondo has unveiled billions of dollars in awards for Intel Corp., TSMC and Samsung Electronics under the Chip and Science Act of 2022, and will announce another award this week for Micron Technology Corp. Federal funding has spurred more than $200 billion in private semiconductor investment since President Joe Biden took office, with more than 600 companies expressing interest and nearly 85% allocated.
