Preface :
Since the 18th CPC National Congress, China's digital economy has entered an accelerated development cycle, with its scale increasing from 11.2 trillion yuan in 2012 to 53.9 trillion yuan in 2023, a 3.8-fold increase in 11 years. It took about 6 years for the digital economy to grow from 10 trillion yuan to 30 trillion yuan, and only about 4 years to grow from 30 trillion yuan to 50 trillion yuan. In 2023, stimulated by a series of favorable policies of the CPC Central Committee, China's digital economy has steadily expanded, increasing by 3.7 trillion yuan over the previous year, and the growth rate has entered a relatively stable range.

The digital economy takes digital knowledge and information as key production factors, digital technology as the core driving force, and modern information networks as important carriers. Through the deep integration of digital technology and the real economy, it continuously improves the digitalization, networking, and intelligence of the economic society, and accelerates the reconstruction of a new economic form of economic development and governance models.


Specifically, it includes four parts: First, digital industrialization, namely the information and communication industry, including electronic information manufacturing, telecommunications , software and information technology services, and the Internet industry;


The second is industrial digitalization, which refers to the increase in output and efficiency brought about by the application of digital technologies in traditional industries, including but not limited to integrated new industries, new models and new formats such as industrial Internet, intelligent manufacturing, Internet of Vehicles, and platform economy;


The third is digital governance, including but not limited to pluralistic governance, the combination of technology and management with “digital technology + governance” as the typical feature, and digital public services;


The fourth is data valuation, including but not limited to data collection, data standards, data rights confirmation, data labeling, data pricing, data transactions, data circulation, and data protection.
