It looks like the pad has burned off from the photo. If so, it should be that the pad functions as a via lead. For vias that may have large currents or large pulses, multiple vias should be used to increase the current passing through, especially for pads that do not contain components. The pad holes have no solder and components, and the current passing through is very limited, making them easy to burn off.
