Shandong proposes a subsidy policy for integrated circuit tape-out fees, with a maximum subsidy of 3 million yuan

On the afternoon of December 31, the Shandong Provincial Government Information Office held a press conference to interpret the "2022 Policy List for "Stability and Progress" High-Quality Development (First Batch)" (hereinafter referred to as the "2022 First Batch Policy List").

Li Xuechun, second-level inspector of the Shandong Provincial Department of Finance, introduced at the meeting that recently, in accordance with the spirit of the Central Economic Work Conference and the decision-making and deployment of the provincial party committee and government on "stability and progress" high-quality development, we have put forward a number of targeted fiscal policies to stimulate the vitality of market entities, release development potential, and promote high-quality economic development.

First, we should highlight the word "stability" and make efforts to stabilize economic operation. We should conscientiously implement the working principle of "stability first, and progress in stability", increase policy efforts, reasonably guide market expectations, and stabilize the basic economic situation. We will implement a series of tax and fee reduction policies. These include the full implementation of policies such as exemption of value-added tax for small-scale taxpayers, income tax for small and micro-profit enterprises, additional deduction of research and development expenses, and deferral of payment of some taxes and fees for small, medium and micro-sized enterprises in the manufacturing industry in the fourth quarter of 2021. We will focus on solving the key "shortcomings" in industrial development. For example, in response to the "chip shortage" problem of the new generation of information technology industry that everyone is generally concerned about, we have studied and proposed a subsidy policy for integrated circuit tape-out expenses in combination with the unified national industrial layout and the development advantages of our province. For the implementation of multi-project wafer tape-out and full mask tape-out, a maximum subsidy of 3 million yuan will be given at a rate not exceeding 70% and 50% of the first round of tape-out costs, respectively. We will focus on stabilizing investment expectations. The financial subsidy policy for major technological transformation implemented in the early stage was optimized and adjusted, and a "special loan for technological transformation" was established at the provincial level. Efforts were made to establish a comprehensive financing linkage mechanism among finance, banks, and guarantees, changing "interest subsidy after completion" to "support during construction", providing full-chain financing services for enterprises to implement technological transformation, and guiding enterprises to increase their investment in technological transformation.

Second, we will emphasize the word "accurate" and make efforts to stimulate effective demand. We will earnestly implement the requirements of the Central Economic Work Conference that fiscal policies should be accurate and sustainable, and make efforts in both the investment and consumption fields to support the expansion of effective demand. In the investment field, we will support the construction of "seven networks". In 2022, we plan to coordinate 80 billion yuan of fiscal funds and special bond funds to focus on supporting the construction of "seven networks" including modern water networks, comprehensive three-dimensional transportation networks, modern logistics networks, energy security networks, municipal public utility networks, new infrastructure networks, and rural technical facilities networks.

Third, highlight the word "new" and make efforts to cultivate new development momentum. Start from multiple dimensions such as clusters, industries, and enterprises to cultivate new development momentum. Cultivate "new" clusters. Carry out comprehensive evaluation around key indicators such as comprehensive strength, development vitality, innovation ability, and public service ability, cultivate and identify a number of industrial Internet parks, provincial digital industrial parks, and characteristic and advantageous industrial clusters, and give one-time financial rewards to support the cluster development of the new economy. Cultivate "new" industries. Focusing on the field of industrial Internet, on the basis of continuing to support the cultivation of industrial Internet platforms and improving the "cloud service voucher" policy, support the construction and layout of secondary nodes for identification resolution, and give a maximum reward of 5 million yuan to the top 5 in the comprehensive evaluation. For cities and counties with faster tax growth in the "four new" and "top ten" industries, progressive rewards will be given in three tiers to promote the construction of local high-quality financial resources. Cultivate "new" enterprises. Focusing on high-quality enterprises such as "specialized, sophisticated, special and new", single champions, gazelles, unicorns, etc., through the "innovation service voucher" and other models, improve the matching degree between service agencies and enterprise needs, provide digital empowerment, industrial design, market development and other full-range services for enterprise development, and enhance enterprise innovation ability and development vitality. The top 10 enterprises in the "top ten" key industries with economic benefits growth, unabated employment absorption, and outstanding green and sustainable development results will be given a basic reward of 2 million yuan and an incentive reward of up to 20 million yuan to support the high-quality development of leading enterprises.
