Recently, the Shanghai Municipal Economic and Information Commission and four other ministries issued the "Three-Year Action Plan to Lay a Solid Foundation and Promote the High-Quality Development of the City's Advanced Materials Industry (2021-2023)" (hereinafter referred to as the "Action Plan"). In the next three years, Shanghai will aim at the high-end of the industry, highlight development priorities, and unclog the "research, testing, production and use" chain to effectively improve the overall level and efficiency of the industrial chain.


In 2020, the total output value of new materials in Shanghai was 266.3 billion yuan, a year-on-year increase of 10.8%. The average annual growth rate during the 13th Five-Year Plan period was 6.2%, and its share of the city's strategic emerging industries' output value remained stable at around 20%.

Based on the major projects and strategic industrial development tasks undertaken by Shanghai, Shanghai Advanced Materials focuses on the layout and development of application fields such as integrated circuits, biomedicine, high-end equipment, aerospace, and new energy. In the fields of integrated circuit supporting materials such as large silicon wafers and chemical mechanical polishing liquids, automotive supporting materials such as high-strength automotive steel plates and modified engineering plastics, new energy materials such as lithium battery separators, photovoltaic membrane materials, and high-performance composite materials for wind turbine blades, and cutting-edge new materials such as high-temperature superconductors, Shanghai is at the forefront of the country and partially participates in international competition. In the next three years, Shanghai will further promote breakthroughs in key materials in the fields of integrated circuits, aerospace, etc., and consolidate and enhance the overall advantages of advanced materials in the fields of biomedicine, high-end equipment, and new energy.

Through three years of efforts, the scale of Shanghai's new materials industry has reached 300 billion yuan, with an output value accounting for more than 45% of the total output value of the raw materials industry, and R&D investment of key enterprises accounting for more than 3% of their main business income. 100 key demonstration applications have been launched, and 3-5 industry-leading enterprises with a scale of 5 billion yuan, 20 leading enterprises in subdivided fields with a scale of 1 billion yuan and 50 high-growth innovative enterprises have been cultivated.

To this end, the "Action Plan" proposes that Shanghai will strengthen the guarantee of key strategic materials, focus on key areas such as integrated circuits, biomedicine, high-end equipment, aerospace, and new energy, highlight the drive of application demand, accelerate the research and development and large-scale application of key raw and auxiliary materials, core component materials, and process materials, and gradually improve the comprehensive guarantee capabilities of the industrial chain.

In addition, Shanghai will also roll out a catalog of key application demonstration projects based on the Advanced Materials Application Center. It will give full play to the driving role of major projects, select leading enterprises to undertake the construction of the Advanced Materials Application Center in the fields of integrated circuits, biomedicine, and aerospace, sort out a number of scarce material needs, and form a catalog of key application demonstration projects around key material research, application verification, and standard system construction.
