California continues to push for new energy efficiency standards for computers and monitors
The California Energy Commission (CEC) said the new standards could save 2,500 GWh of electricity per year, reducing household and commercial electricity bills by $400 million per year. Computers, computer monitors and signage displays currently account for 4.4% of California's total residential electricity consumption and 10% of the state's total commercial electricity consumption.
Computer products covered by the CEC's proposed standard include desktops, laptops, thin clients, small servers, and workstations. Products not included are tablets, smartphones, game consoles, handheld gaming devices, servers other than small servers, and industrial computers. The CEC believes that the main energy-saving potential for computers lies in limiting the power consumption level of computers in non-productive idle, standby, and shutdown modes. The proposed standard is consistent with the ENERGY STAR computer energy efficiency standard version 6.1 and also uses the total energy consumption (TEC) method. The TEC of a computer is calculated using the following formula:
Where: P OFF = measured power consumption in OFF mode (W), P SLEEP = measured power consumption in sleep mode (W), P LONG_IDLE = measured power consumption in long idle mode (W), P SHORT_IDLE = measured power consumption in short idle mode (W), and T OFF , T SLEEP , T LONG_IDLE and T SHORT_IDLE are the mode weight values specified in the ENERGY STAR Computer Energy Efficiency Standard Version 6.1 (Table 3).

Note: "r" is the display resolution in megapixels, "A" is the viewable screen area in square inches, EP = 0 corresponds to standard displays, EP = 0.3 corresponds to enhanced displays < 27" diagonal, and EP = 0.75 corresponds to enhanced displays ≥ 27" diagonal.
Displays covered by the CEC proposed standard include screen computer monitors (diagonal length greater than or equal to 17 inches) and commercial billboard displays (excluding electronic billboards and digital photo frames). The modeled power consumption indicators used for computer monitors are similar to the Energy Star Display Standard Version 6.0. The proposed limits for products manufactured after January 1, 2018 are shown in the two tables below. Monitors with touch screen capabilities can have an additional 1 watt of load power.
