Foreign media: Mainland engineers are under strict surveillance in Silicon Valley

Although the United States and China have signed a phase one agreement, the trade friction that has lasted for nearly two years is still brewing. The United States has repeatedly imposed sanctions to exclude Chinese companies from the US technology supply chain. As the relationship between the two sides becomes increasingly hostile, Chinese engineers working in Silicon Valley are the first to bear the brunt. Not only have some people been accused of stealing trade secrets, but they have even been discriminated against by technology companies.

This is not the first time that the US government has been suspicious of immigrants with ties to China due to concerns about technology transfer. However, the US has never been able to prove the accusation, as it was based on his friendship with Chinese scientists.

For the Chinese in Silicon Valley, a proposal from the U.S. Department of Commerce is particularly chilling. Through this proposal, American technology companies may have a legal basis in the future to justify discriminatory treatment against them or even fire them.

The Commerce Department said it intends to expand export controls on so-called "dual-use" technologies, which can be used for both civilian and military purposes, and could in the future extend those controls to "emerging" and "foundational" technologies, with areas such as artificial intelligence and microprocessor chips being examined.

Under U.S. regulations, even conversations between Americans and foreigners about technology are considered "exports requiring a license," and technology companies may have to apply for licenses for foreign employees from countries outside NATO, with Chinese, Russians and Iranians classified as the most sensitive.

In 2018, the number of export licenses issued by the U.S. Department of Commerce to Chinese people was halved, from 771 in the previous year to 350, which was the largest decrease in proportion among all countries. According to Beijing Jiafu Longzhou Business Consulting Company, as a result, the human resources departments of several Silicon Valley companies have begun to formulate plans to separate Chinese employees from other researchers.

Although lawyers specializing in this area believe that these concerns are premature, Weng Libo (transliteration), an engineer working for a semiconductor company in California, said that it is becoming increasingly difficult for Chinese engineers to be promoted in their jobs.
