On January 26, the "Zhejiang Province Advanced Manufacturing Investment Special Action Plan" (hereinafter referred to as the "Action Plan") was issued. The plan proposed to fully implement the 2022 major manufacturing project plan, focus on promoting the implementation of about 500 major manufacturing projects with a total investment of more than 1 billion yuan; fully implement the "100 billion technology transformation investment project" and work together to accelerate the construction of more than 5,000 key technology transformation projects. Strive to increase the province's manufacturing investment by 10% and technology transformation investment by 10% in 2022, and the proportion of manufacturing investment in fixed asset investment will exceed 19%.
The Action Plan also defines the main tasks: accelerating the implementation of major manufacturing projects; deepening the industrial base reconstruction and industrial chain upgrading projects; vigorously promoting the digital technology transformation of enterprises; steadily promoting the energy-saving and carbon-reduction technology transformation of enterprises; and strengthening the service and guarantee of major manufacturing projects.
In terms of accelerating the implementation of major manufacturing projects, we will focus on the construction of three major science and technology innovation highlands and the cultivation of "415" industrial clusters, give full play to the guiding role of government industrial funds, and work together with the province, cities and counties to accelerate the implementation of Quzhou Huayou Times Lithium Battery New Materials Project. Seize the policy window period, accelerate the construction of a number of major projects such as SMIC Shaoxing Phase II wafer manufacturing project and Huashang Optoelectronics high-conductivity transparent silicon-based circuit boards, and strive to complete investment of more than 140 billion yuan in major manufacturing projects in 2022, including 35 billion yuan in integrated circuit industry investment, 17 billion yuan in new generation information technology (excluding integrated circuits) industry investment, and 15 billion yuan in high-end equipment manufacturing industry investment.
In terms of deepening the industrial base reconstruction and industrial chain upgrading projects, we will adhere to a problem-oriented approach, focus on the development of iconic industrial chains, guide enterprises to strengthen industrial base capacity building, increase investment in industrial base fields, accelerate the consolidation of foundations, and make up for shortcomings. Focus on five key areas, including basic components, basic materials, basic processes, basic technologies, and basic software, and organize and implement a number of industrial base reconstruction demonstration projects. Focus on the ten iconic industrial chains, accelerate the construction of provincial industrial chain collaborative innovation projects, and strive to complete more than 100 projects in 2022. Keep a close eye on the broken and weak links of the iconic industrial chain, implement the "one director, one project" special action, give play to the role of "chain leader" enterprises, and attract more than 500 industrial chain strengthening and chain supplement projects.
Vigorously promote the digital technology transformation of enterprises, implement the requirements of digital reform, and vigorously promote the digital transformation of manufacturing enterprises. Focus on the construction of national traditional manufacturing transformation and upgrading demonstration zones, refer to the standards for the rectification and improvement of high-consumption and low-efficiency enterprises, implement a number of subdivided industry technology transformation demonstration projects, and demonstrate and drive traditional manufacturing industry clusters to carry out digital technology transformation in different regions and industries. In accordance with the international advanced level, deepen the application of information technology in all aspects of the product life cycle, support enterprises to implement digital technology transformation of existing equipment, production lines, workshops, etc., and create "factories of the future" and smart factories (digital workshops). Vigorously promote small and medium-sized enterprises to follow the development direction of "specialization, precision, specialness and innovation", increase innovation investment, widely deploy and apply low-cost, modular smart modules and systems, and improve the digital level of core equipment and key processes. In 2022, the three levels of provinces, cities and counties will jointly implement more than 5,000 key digital technology transformation projects and complete an investment of 180 billion yuan. More than 100 "factories of the future" and smart factories (digital workshops) will be added throughout the year, and 15,000 new industrial robots will be applied.
