The Ministry of Science and Technology and the Shenzhen Municipal People's Government issued the "Action Plan for Scientific and Technological Innovation in the Pilot Demonstration Zone of Socialism with Chinese Characteristics" (hereinafter referred to as the "Plan").

The "Plan" points out that it supports Shenzhen in strengthening the research and development of key core technologies, optimizing and innovating support methods, adopting organizational methods such as "posting a list and appointing a leader", "issuing a military order", and "rolling project establishment" to focus on breakthroughs in key core technology research and development in 5G and next-generation mobile communication technologies, artificial intelligence, integrated circuits, biomedicine, high-end equipment, new materials, blockchain and other fields, break through technical bottlenecks in industrial development, and cultivate new industries and new business formats such as the smart economy, health industry, and marine economy.
The Plan mentions that we should comprehensively apply technologies such as big data, cloud computing, and artificial intelligence to carry out intelligent social governance trials and demonstrations, and accelerate the formation of smart city demonstration applications driven by big data and artificial intelligence. We will support Shenzhen in building a big data center for the Guangdong-Hong Kong-Macao Greater Bay Area, and support Shenzhen in building a "one-card" service management model based on the social security card.

Action Plan for Scientific and Technological Innovation in the Pilot Demonstration Zone of Socialism with Chinese Characteristics
In order to implement the "Opinions of the CPC Central Committee and the State Council on Supporting Shenzhen in Building a Pilot Demonstration Zone for Socialism with Chinese Characteristics", promote Shenzhen to take the lead in solving the problem of science and technology innovation governance system, take the lead in building an international innovative city and an internationally competitive innovation, entrepreneurship and creativity capital, take the lead in forming a modern economic system, and play a supporting and leading role in science and technology innovation in the construction of the pilot demonstration zone for socialism with Chinese characteristics (hereinafter referred to as the pilot demonstration zone), this "Science and Technology Innovation Action Plan for the Pilot Demonstration Zone for Socialism with Chinese Characteristics" (hereinafter referred to as the "Innovation Action Plan") is specially formulated.
I. General requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th CPC National Congress, adhere to the overall layout of "economic, political, cultural, social, and ecological progress" and the strategic layout of "four comprehensives", adhere to the new development concept, firmly implement the innovation-driven development strategy, comprehensively strengthen the Party's leadership over scientific and technological innovation, take scientific and technological innovation to drive high-quality development as the main line, take deepening the reform of the science and technology system and improving the governance system of scientific and technological innovation as the breakthrough point, take gathering global innovation elements and enhancing original innovation capabilities as the main direction, take innovation to lead the sustainable development of super-large cities as the theme, and build the core engine of high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area. By 2025, the proportion of R&D investment in the whole society to the gross domestic product (GDP) will strive to reach 4.8%, the number of PCT patent applications will exceed 25,000, and the added value of strategic emerging industries will account for more than 38% of GDP. We will build a modern, international, innovative city and provide Chinese experience for the implementation of the 2030 Agenda for Sustainable Development. By 2035, Shenzhen's high-quality development will become a national model, with high-end innovative talents, innovation elements and high-tech enterprises from around the world highly concentrated, forming a number of global industrial clusters with innovative competitive advantages, and building a city of innovation, entrepreneurship and creativity with global influence.
II. Building an International Science and Technology Innovation City
Support Shenzhen in benchmarking against the forefront of global innovative cities, use the Shenzhen National Independent Innovation Demonstration Zone as the main carrier, accelerate the construction of major scientific and technological innovation platforms and carriers, gather global high-end innovation resources, form world-class scientific and technological innovation capabilities, and set a benchmark for the construction of national innovative cities in the new era.
(I) Support Shenzhen to strengthen its innovation advantage of deep integration of industry, academia and research, build a comprehensive national science center with Shenzhen as the main base, increase the overall layout and construction of national key laboratories and major national scientific and technological infrastructure in Shenzhen, and create a number of international scientific research platforms in the fields of artificial intelligence, advanced computing, synthetic biology, brain science, life health and biomedicine, new materials, quantum computing, etc. Optimize the layout and construction of national technology innovation centers, clinical medicine research centers, etc. in Shenzhen, and create a number of industrial transfer and transformation platforms. Support Shenzhen to build an international science and technology information center, and take the lead or participate in international big science plans and big science projects.
(II) Support Shenzhen in building Guangming Science City, Shenzhen Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, Xili Lake International Science and Education City, and Pingshan-Dapeng Life and Health Innovation Demonstration Zone in the Guangdong-Hong Kong-Macao Greater Bay Area, and accelerate the establishment of a medical science academy with a brand-new mechanism.
(III) Support Shenzhen in building a global ocean center city, accelerate the establishment of an ocean university and a deep-sea scientific research center, actively promote the construction of an ocean research and development platform, vigorously support scientific and technological research and development activities in the ocean field, build an ocean science and technology achievement incubation park, promote the transformation and implementation of scientific research results produced by national science and technology plans in Shenzhen, and promote the development of the ocean economy.
(IV) Innovate the management mechanism of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, support Shenzhen in implementing the project manager system, government-enterprise joint investment system, topic collection system, peer review system, regular evaluation system and team competition system, explore and introduce more active, more open and more effective measures to attract foreign talents to work in Shenzhen, and conduct trials in management mode, employment mode, service measures, access conditions, etc. Carry out the reform of "introducing enterprises into education", establish a market demand-oriented education system, an industry-driven discipline system and an education-supported scientific research system, and build an industry-education integrated city.
III. Building an internationally leading modern industrial technology system
Coordinate the promotion of basic research and applied basic research, key core technology research, and the cultivation of new industries and new business models, build an innovation highland with international competitiveness, and provide experience and set an example for the construction of a modern economic system.
(V) Support Shenzhen innovation entities to undertake major national basic research projects and build major national basic research platforms. Encourage Shenzhen to undertake or participate in central government science and technology plan projects such as Science and Technology Innovation 2030-Major Projects and National Key R&D Programs. Support Shenzhen to undertake or participate in the National Natural Science Foundation Regional Innovation Development Joint Fund Project, strengthen "from 0 to 1" basic research, and strive to achieve more major original results.
