Notice of the General Office of the Ministry of Commerce on Accelerating the Construction of Digital Commerce Services to Build a New Development Pattern
To the competent commercial departments of all provinces, autonomous regions, municipalities directly under the Central Government, cities with independent planning status and the Xinjiang Production and Construction Corps:
In order to thoroughly implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, fully implement the requirements of the 2020 National Business Video and Telephone Conference, serve the construction of a new development pattern with the domestic circulation as the main body and the domestic and international circulations mutually reinforcing each other, help develop the digital economy and build a digital China, better play the innovative leading role of e-commerce as the most cutting-edge, active and important component of digital commerce, fully release the enabling effect of digital technology and data resources on the business field, comprehensively improve the level of digitalization, networking and intelligence in the business field, and effectively promote high-quality business development, the relevant work on accelerating the construction of digital commerce is hereby notified as follows:
1. Carry out digital consumption upgrade actions
Promote brand consumption and quality consumption. Focusing on "promoting brand building and leading quality consumption", we will strengthen horizontal collaboration and vertical linkage, expand, strengthen and optimize the "Double Product Online Shopping Festival", and realize the normalization and institutionalization of the event. All localities should organize local e-commerce companies and merchants with strong strength and good reputation to participate in the event, launch more high-quality goods and services, and hold supporting promotional activities at the same time, keep the theme, time and logo unified across the country, and show local characteristics in content and form, reflecting the style of various places. Encourage places with conditions to introduce supporting measures, release consumption potential and improve consumption quality through the issuance of consumption coupons and other means.
Cultivate new consumption models and new formats. Guide various new models and new formats to compete fairly and develop in a standardized manner by improving laws and regulations, improving industry standards, and promoting industry self-discipline, so as to build a good consumption ecology. Encourage e-commerce platforms to actively develop personalized customization and flexible production, cultivate "small and beautiful" online brands, and better meet diversified consumer needs. Local governments should focus on improving the functions of e-commerce demonstration bases and e-commerce parks in light of local industrial characteristics, cultivate and strengthen local characteristic e-commerce entities, drive the innovation and upgrading of characteristic industries, optimize the consumption environment, improve consumption guarantees, lead and create new demand with new supply, and promote new development with new consumption.
2. Launch the “Digital Commerce to Revitalize Agriculture” campaign
Improve the level of coordinated development of e-commerce and express logistics. Effectively connect poverty alleviation and rural revitalization, coordinate government and social resources, adhere to the combination of public welfare and marketization, guide e-commerce companies to strengthen rural e-commerce infrastructure construction such as logistics distribution, agricultural product sorting and processing, develop smart supply chains, and promote the application of digital products and services in rural areas. All localities should conduct a survey, sorting and research on the construction of local e-commerce infrastructure, strengthen work coordination and planning and design, refine key needs, and better play the role of market resources in filling gaps and promoting integration through policy innovation. Adhere to the principles of fairness, inclusiveness and compliance, and actively guide e-commerce, logistics and other companies to develop e-commerce infrastructure construction, improve circulation efficiency and convenient service levels.
Improve the e-commerce level of agricultural products. Promote in-depth cooperation between e-commerce platforms and local governments and agricultural product enterprises in production and marketing docking, brand creation and promotion, and continue to subsidize the "three products and one standard" certification of agricultural products that can be e-commerce, create high-quality e-commerce brands for agricultural products, develop contract farming, and help upgrade the industry. All localities should actively implement the requirements of the "three products and one standard" certification of agricultural products, organize product recommendations, enterprise training and other work; actively carry out agricultural product brand promotion and negotiation activities, build local high-quality brands, continue to promote agricultural products, and drive the high-quality development of rural industries; promote the innovative integration of agricultural product brand building with local folk customs, tourism and other resources, and enrich rural formats.
3. Launch the “Silk Road E-commerce” campaign
Promote local participation in international cooperation. Accelerate the expansion of the global layout of "Silk Road e-commerce", innovate cooperation models, cooperate with partner countries to create national hot products in e-commerce promotion festivals, promote e-commerce companies to strengthen overseas marketing network construction, support e-commerce companies to drive the upstream and downstream of the industrial chain to go overseas in a coordinated manner, promote industrial docking, cultivate leading demonstrations, and enhance the international competitiveness of enterprises. Encourage local governments to formulate and implement regional cooperation plans for "Silk Road e-commerce", establish special working mechanisms, and include related work in the scope of provincial and ministerial cooperation; innovate and develop cross-border e-commerce, and support enterprises to jointly build and share overseas warehouses through multiple channels; support the creation of "Silk Road e-commerce" cooperation demonstrations, and increase the publicity and promotion of "Silk Road e-commerce" cooperation in various forms.
Accelerate the construction of an international rules system. Constructively promote consultations and negotiations on digital economy rules with e-commerce at the core, take the promotion of "Silk Road e-commerce" as the starting point, promote rule-making through bilateral and regional cooperation, and promote the establishment of a mutually beneficial, win-win, open and transparent international rules and standards system for the digital economy. Encourage all regions to actively participate in the research and formulation of international rules and standards for the digital economy, guide relevant enterprises to apply and connect with rules and standards, continuously sort out and summarize typical cases and successful experiences, and form a virtuous interaction in rule-making and industry practice.
4. Carry out digital transformation empowerment actions
Support digital business technology innovation. Continue to cultivate and dynamically manage digital business enterprises, guide national e-commerce demonstration bases to give full play to the advantages of industrial agglomeration, and provide support in terms of land, technology, and talent. Focus on promoting the development of commercial science and technology, encourage enterprises to actively carry out innovative applications of advanced information technologies such as 5G, big data, artificial intelligence, the Internet of Things, and blockchain in the business field, expand the application scope of electronic invoices, electronic contracts, and electronic archives, and improve the application level of emerging business models and scenarios such as contactless services and cloud exhibitions, and comprehensively enhance the core competitiveness of enterprises. Encourage all regions to actively create digital business industry leaders and leading enterprises with typical innovation and development potential in their regions, and effectively enhance the ability to apply digital technology in the business field by exploring innovative support policies, selecting commercial science and technology innovation projects, and compiling commercial science and technology application cases.
Strengthen the empowerment effect of data resources. Deepen the construction of the business big data application system and the joint construction and sharing of e-commerce big data between the ministry and provinces, continue to promote the interconnection and orderly sharing of data resources in the business field between the ministry and provinces, work together to improve the e-commerce statistical monitoring system, and form a regular sharing and two-way feedback working mechanism. All localities should coordinate data sharing needs, strengthen vertical linkage with relevant business departments of the Ministry of Commerce, ensure that the system is connected and the data is running smoothly, tap the important value of business data, strengthen e-commerce statistical analysis and operation monitoring capabilities, cooperate in the comparison and feedback of e-commerce big data, and jointly promote the in-depth and practical construction and sharing of e-commerce big data.
V. Launching innovative digital business service initiatives
Improve public services for digital commerce. Improve the e-commerce public service platform, carry out in-depth e-commerce public service actions to benefit the people and enterprises, encourage e-commerce platform companies to actively launch inclusive digital transformation products and services for traditional enterprises, especially small and medium-sized enterprises, and build a joint promotion mechanism for enterprise digital transformation of "government guidance-platform empowerment-multiple services-wide participation". Continue to improve the construction of the e-commerce integrity system, promote e-commerce companies to make integrity commitments, establish integrity files, and guide companies to develop in a standardized and healthy manner. All localities should rely on the e-commerce public service platform, explore the opening of relevant government information resources, gather high-quality service resources, and promote services directly to enterprises; give full play to the role of demonstration bases and industry organizations, organize enterprises to actively participate in credit co-construction, strengthen publicity and guidance, create an atmosphere of integrity, enjoy services that benefit enterprises, and enhance digital operation capabilities.
