During the 13th Five-Year Plan period, R&D activities of industrial enterprises above designated size in Shanxi Province were fully covered. A number of key technologies and products such as new generation semiconductors, hand-torn steel, high-end carbon fiber, and high-speed rail axles have achieved breakthroughs. 14 strategic emerging industry clusters such as information technology, big data, and semiconductors have been formed at a faster pace. The added value of strategic emerging industries has increased by an average of 7.8% per year, 3.2 percentage points faster than that of industrial enterprises above designated size.
In 2021, Shanxi will highlight the core position of innovation and accelerate the high-quality development of the industry. We will vigorously cultivate a first-class innovation ecosystem. We will accelerate the promotion of innovation projects such as "111", "1331" and "136", carry out the "double hundred" action of basic technology research and key technology research and development, and accelerate technological breakthroughs in the fields of lasers for lithography machines, quantum optics and photonic quantum devices, and smart energy. We will actively create national laboratories, national key laboratories, large scientific facilities and national supercomputing centers.
Shanxi will also accelerate the development of emerging industries and future industries. The information and innovation industry focuses on building computer manufacturing bases such as Baixin, Great Wall, and Sugon, and constructing an integrated industrial chain of "CPU-complete machine-operating system-basic software-application software-office peripherals", striving to achieve a complete machine production capacity of 2.6 million units. The semiconductor industry expands strategic cooperation with China Electronics Technology Group Corporation to build an industrial chain of "materials-equipment-chip design-chip manufacturing-packaging-application", and create two high-end semiconductor materials and device industrial clusters in Taiyuan and Xinzhou. The big data industry accelerates the construction of key projects such as Qinhuai Data and Baidu Cloud Computing Center, expands the scale of the data annotation industry in the comprehensive reform zone and Luliang, and strives to build national storage centers such as data disaster recovery. The optoelectronics industry strengthens leading products such as LED, optical communications, optical lenses, camera modules, and mobile phone components, and accelerates the construction of an industrial chain of "optoelectronic materials-optoelectronic devices-application products".
At the same time, Shanxi insists on leading the forefront and forward-looking layout, promoting the accelerated development of future industries such as artificial intelligence, quantum technology, life sciences, aerospace, deep-sea exploration, and advanced energy. Accelerate the promotion of new infrastructure. Focus on the layout of new-generation information infrastructure such as 5G, build another 15,000 5G base stations, accelerate the promotion of full coverage of 5G networks in urban areas of cities and counties, and build a number of application scenario demonstration projects in the fields of 5G, artificial intelligence, and big data.
