On December 29, 2020, the 12th Plenary Session of the 13th Committee of the Communist Party of China Haikou City passed the "Proposal of the Haikou Municipal Committee of the Communist Party of China on Formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-Term Goals for 2035" (hereinafter referred to as the "Planning Proposal").
The "Planning Suggestions" proposes that Haikou actively develop professional service industries, form industrial clusters such as new Internet industrial design, architectural design and integrated circuit design, initiate the construction of design parks in Jiangdong New District and High-tech Zone, guide the concentrated development of the design industry, and promote the implementation of Hainan International Design Island.
The Planning Suggestions also pointed out that Haikou should expand and strengthen its high-tech industries. It should innovate and develop new equipment manufacturing industries, make full use of policies such as "zero tariffs" and 30% value-added processing, support the development of special chips, electrical equipment, aerospace equipment, intelligent logistics and storage equipment, encourage the development of energy-saving and environmental protection, maintenance and green remanufacturing, focus on promoting the development of the prefabricated building industry chain and the agglomeration of the full biodegradable materials industry, build consumer boutique manufacturing, jewelry industry and high-end manufacturing, and explore the development of high value-added processing industries.
In addition, Haikou will also actively develop the information industry, focusing on high-end software, the Internet of Things, artificial intelligence, blockchain, digital trade, etc., relying on the Fuxing City Industrial Park, the Future Industrial Park, and the Jiangdong New District to accelerate the cultivation of a trillion-level information industry cluster.
In terms of accelerating the construction of smart cities, Haikou regards information resources as an important production factor, promotes the development of modern technology industries such as 5G, Internet of Things, big data, artificial intelligence, and blockchain, promotes the digital transformation of the economy, and creates a benchmark for the construction of smart Hainan.
