On December 4, the Eighth Plenary Session of the 11th Committee of the Communist Party of China Sichuan Provincial Committee passed the "Proposal of the Sichuan Provincial Committee of the Communist Party of China on Formulating the 14th Five-Year Plan for National Economic and Social Development of Sichuan Province and the Long-Term Goals for 2035" (hereinafter referred to as the "Planning Proposal").

Build regional collaborative innovation communities such as independent innovation demonstration zones, high-tech industrial development zones, and economic and technological development zones to create a distinctive and functional scientific and technological innovation base. Focus on advantageous fields such as aerospace technology, life sciences, advanced nuclear energy, and electronic information to accelerate the establishment of the Tianfu Laboratory, build a national laboratory Sichuan base, and strive to create a national laboratory.

In terms of strengthening key core technology research and achievement transformation, Sichuan will strengthen basic research and applied basic research, deepen multidisciplinary cross-integration innovation, and strengthen strategic, cutting-edge and disruptive technological innovation. Focus on integrated circuits and new displays, industrial software, aviation and gas turbines, vanadium and titanium resources, rail transit, intelligent equipment, life and health, biological breeding and other fields, and implement major scientific and technological projects. Improve the science and technology innovation service system, improve the open and linked technology market, optimize the technology transfer and transformation mechanism of scientific research institutions, and promote intellectual property operations. Accelerate the large-scale application and iterative upgrading of scientific and technological achievements, and cultivate high-tech industrial clusters with core competitiveness. Relying on major projects and major projects, drive the transformation of scientific and technological achievements and the development of related industries.

In terms of building a highland for the development of the digital economy, Sichuan will take the construction of the National Digital Economy Innovation Development Pilot Zone as a guide to promote digital industrialization and industrial digitization, promote the deep integration of the digital economy and the real economy, and accelerate the construction of a network-strong province and digital Sichuan. Cultivate and expand the entire industrial chain of "chips, screens, terminals, software, and intelligence networks", develop emerging industries such as big data, the Internet of Things, and blockchain, and create a digital industry cluster with national competitiveness. Promote the development and utilization of data resources, create a cross-industry and cross-field national industrial Internet platform, build a national industrial Internet identification resolution (Chengdu) node, and create in-depth application scenarios. Lay out the construction of cloud computing centers, accelerate the construction of the Chengdu-Chongqing area big data industry base, and build and operate the Chengdu Supercomputing Center.
