At present, the Sino-US trade war seems to have gone beyond the dispute over the trade deficit. In essence, it is more like an extension of the technological competition between China and the United States. According to a previous report by Reuters, US bipartisan lawmakers proposed a proposal on Wednesday to provide at least $22.8 billion in financial assistance to the US semiconductor industry to encourage US companies to build chip factories in the United States. It is worth noting that $10 billion of the aid funds will be used to pay import tariffs on China in the future, rather than appropriations from Congress.


According to the Chinese version of the New York Times, China's technological ambitions have sparked a rare consensus among U.S. lawmakers from both parties in Washington to consider investing tens of billions of dollars in the U.S. semiconductor industry over the next five to ten years to help the United States maintain its advantage over China.

The new bill will provide a 40% refundable income tax credit for semiconductor equipment used in U.S. chip factories, while the total $22.8 billion in aid will include $10 billion in import tariffs on China and $12 billion in research and development funds.

The report pointed out that these efforts reflect a shift in the Washington consensus, with lawmakers hoping that the U.S. government will intervene more widely in the private market to help American companies compete globally. More importantly, China's contribution to the world's semiconductor industry is increasing day by day, and its rapidly developing leading technology has made the U.S. government constantly worry about its dream of industrial dominance.

It is reported that trying to extend TSMC's manufacturing business to the United States is also one of the efforts of the US government.
