In May, the United States upgraded its ban on Huawei, intending to hit Huawei's global chip supply chain. According to Taiwan's Economic Daily News, the new ban will take effect in September. In order to reduce risks, it is rumored that Huawei has asked the packaging and testing, PCB (printed circuit board) and other supply chains to set up factories in mainland China, but the supply chain response was not as expected.
It is reported that the packaging and testing, and PCB manufacturers in Taiwan of Huawei's supply chain already have production capacity in mainland China. The relevant manufacturers believe that providing services locally in the mainland is not a problem. However, the most worrying thing now is that Huawei has no chips for manufacturers to package and test or increase PCB usage. Therefore, the outside world generally responded calmly to Huawei's request and the reaction was not enthusiastic.
The report pointed out that TSMC stopped accepting orders from Huawei HiSilicon from May 15, and the shipment estimate is limited to mid-September. According to analysis of HiSilicon's main back-end packaging and testing factories, the real impact of the ban will not be felt until the fourth quarter of this year. Because according to the time calculation, the back-end packaging and testing will be postponed for one quarter, and the impact will eventually fall on the fourth quarter. If the US does not relax the ban, ASE's subsidiary Siliconware Precision Industries, which undertakes HiSilicon's back-end packaging and testing, IC testing factories King Yuan Electronics and Siliconware Precision Industries, and LCD driver IC packaging factory Chipbond will all be caught up in the storm.
In response, Siliconware Precision Industries and King Yuan Electronics said that although there will be relevant Taiwanese chip factories to fill in during this period to reduce the risk of a sharp drop in HiSilicon's chip supply, if the US does not relax the ban and HiSilicon and TSMC do not find a solution, the impact will be fully apparent at the beginning of next year, so they have to closely observe the follow-up situation.
In addition, Taiwanese PCB manufacturers in Huawei's supply chain include Xinxing, Nandian, Jingshuo, and Jianding; copper foil substrate manufacturers include Lianmao and Tai Optoelectronics; flexible board manufacturers include Zhending-KY, Jialianyi, etc.
Among them, Xinxing did not comment on the information of a single customer, but the company emphasized that it mainly serves international first-tier customers, and that high-end production capacity and investment in Taiwan will not change.
