The National Development and Reform Commission, the Ministry of Ecology and Environment, and the Ministry of Commerce issued the Implementation Plan for Promoting the Upgrading and Smooth Resource Recycling of Key Consumer Goods (2019-2020) on June 6. This implementation plan focuses on the fields of automobiles, home appliances, and consumer electronics products. It vigorously promotes the electrification, intelligence, and greening of the automobile industry, actively develops green smart home appliances, and accelerates the commercial application of 5G mobile phones.

The automotive sector mentioned that the cost of new energy vehicles will be greatly reduced. The research and development and industrialization of new generation automotive power batteries will be accelerated, the battery energy density and safety will be improved, and the battery platform and standardization will be gradually realized to reduce the battery cost. The consumption mode of vehicle-battery separation such as new energy vehicle battery leasing will be promoted to reduce the cost of car purchase. High-performance batteries and lightweight materials will be actively adopted to continuously improve the energy-saving level of new energy vehicles.
Enterprises are also encouraged to develop new energy vehicle products that combine charging and battery replacement, have flexible battery configuration, and take into account both long and short driving ranges. Promote the research and development and application of technical equipment such as high-power fast charging, wireless charging, and mobile charging and battery replacement to improve the convenience of charging and battery replacement for new energy vehicles. At the same time, strengthen in-depth cooperation with key enterprises in the fields of automobile manufacturing, information communication, and the Internet, tackle key technologies for smart cars, and focus on the research and development and industrialization of on-board sensors, chips, central processing units, operating systems, etc. Adhere to the development model that combines autonomous and networked models, continuously improve the level of vehicle intelligence, and cultivate smart car brands with international competitiveness.
In terms of home appliances, we will promote the research and development of energy-saving and intelligent home appliances, and encourage the development of home appliance combination products and integrated products based on the Internet of Things and artificial intelligence technologies. With the goal of home intelligence, we will horizontally connect home appliances, lighting, security, furniture and other industries to provide comprehensive smart home solutions.
