Beijing releases 2019 road test report to explore Chinese version of autonomous driving evaluation standards

On March 2, Beijing's third-party service organization for autonomous driving vehicle road testing, the Beijing Intelligent Vehicle Industry Innovation Center, officially released the "Beijing Autonomous Driving Vehicle Road Testing Report (2019)" (hereinafter referred to as the "Report"). The report disclosed the situation of 13 companies conducting autonomous driving road testing in Beijing in the past year, and summarized the many innovations that Beijing has implemented to develop autonomous driving based on China's national conditions, including road testing policies, road testing standards, road testing environment, road testing services, etc., and elaborated on the important achievements of Beijing in promoting the rapid development of the autonomous driving industry in the past year. This is currently the only official autonomous driving road testing report in China. Among them, Baidu Apollo has invested the most test vehicles and the longest test mileage among all test companies of the year with 52 test vehicles and 754,000 kilometers of new test mileage.

The report shows that by the end of 2019, the number of vehicles tested on the road by various companies had reached 77, with a total test mileage of more than 1.04 million kilometers. The total test mileage in 2019 reached 886,600 kilometers, an increase of 577% over the previous year. There were 73 test vehicles, of which 40 could carry passengers. Beijing is one of the first regions in China to establish road test standards and regulations for autonomous driving and issue test licenses. It has established the Beijing Intelligent Vehicle Industry Innovation Center, built a rigorous test process from closed test sites to open test areas, and issued a policy for manned and cargo tests with the highest safety threshold. Beijing ranks first in the country in terms of open test roads, regional scope, service scale, test licenses and test mileage for autonomous driving. Since 2016, Beijing has taken "safety first, orderly innovation" as its core principle, centered on the active exploration of the "Chinese standard" for autonomous driving, continuously promoted the development of various standards and regulations, and continuously promoted collaborative innovation, providing a more rigorous, objective and comprehensive Eastern perspective for the development of global autonomous driving.

As the world's largest autonomous driving platform, Baidu Apollo's road tests in Beijing are far ahead of the industry in terms of test scale, technical level, scenario coverage, product capabilities and safety level.

In terms of test scale, Baidu Apollo had 52 road test vehicles in 2019, accounting for 71% of the total number of autonomous driving test vehicles in Beijing. In 2019, Baidu Apollo's test mileage reached 754,000 kilometers, accounting for 85% of the total test mileage in Beijing that year, and the cumulative test mileage has reached 893,900 kilometers. In addition, Baidu is the only testing company among all companies conducting tests in Beijing that has achieved full coverage of all areas and sections of R1-R4 and RX (with V2X equipment deployed to support vehicle-road collaborative testing) in Beijing Economic and Technological Development Zone, Haidian District, Shunyi District, etc.


In terms of technical strength, in July 2019, Baidu Apollo obtained the first batch of T4-level road test licenses with the highest technical level in China, and is the only testing company to have obtained a T4-level license so far. The Hongqi EV, jointly produced by Baidu Apollo and FAW, is also being tested in Beijing. It is currently the only self-driving model that has been mass-produced in China.


In terms of safety, Baidu Apollo has always adhered to the principle of "safety first" and has obtained international mainstream automotive industry standard certifications including ISO 26262, ASPICE and IATF 16949. A professional and rigorous safety test operation center has been established, with a total test mileage of over 3 million kilometers and zero safety accidents. In December 2019, it took the lead in obtaining 40 autonomous driving manned test licenses, becoming one of the first companies in China to carry out autonomous driving manned tests in Beijing.

In recent years, Beijing has actively led the development path of China's standard intelligent vehicles, implemented the technology route of vehicle-road collaborative autonomous driving, and organized relevant enterprises to take the lead in building a 40-kilometer V2X test road in the core area of ​​Yizhuang, and conducted in-depth and systematic exploration of vehicle networking and autonomous driving demonstration operations. In February 2020, the National Development and Reform Commission and 11 other ministries and commissions jointly issued the "Intelligent Vehicle Innovation and Development Strategy", proposing the development strategy of a strong intelligent vehicle country. The grand and magnificent development blueprint of the intelligent vehicle and autonomous driving vehicle industries has come to the fore. Under the guidance of major development strategies such as a strong transportation country and a strong intelligent vehicle country, China is actively building Chinese standards, represented by Beijing, and is striding towards becoming a world-leading autonomous driving technology power.
