Chapter 1 General Provisions
Article 1 In order to promote the healthy development of radio communications, strengthen the management of micro-power (short-range) radio equipment (hereinafter referred to as micro-power radio equipment), prevent micro-power radio equipment from interfering with radio services such as radio, television, navigation, mobile communications and radio astronomy, and ensure the normal and orderly operation of various radio equipment, these regulations are specially formulated in accordance with the "Radio Management Regulations of the People's Republic of China".
Article 2 Micro-power radio equipment refers to radio equipment that meets the various technical requirements in the annex to these regulations.
Article 3 All those who develop, produce, sell, import walkie-talkies and use micro-power radio equipment must strictly abide by these regulations.
Chapter 2 General
Provisions
Article 4 The use of micro-power radio equipment shall not cause harmful interference to other legal radio stations. If harmful interference occurs, it should be stopped immediately and can only be used after trying to eliminate the harmful interference.
Article 5 The use of micro-power radio equipment must avoid or tolerate interference from other legal radio stations or radiation interference from industrial, scientific and medical application equipment. In the event of interference, it is not protected by law, but can be reported to the local radio management agency.
Article 6 The use of micro-power radio equipment does not require the formalities of a radio station license, but the necessary inspection or testing of the product performance indicators by the radio management office must be carried out. Article
7 The development of micro-power radio equipment must be carried out in accordance with the "Regulations on the Administration of the Development of Radio Transmitting Equipment" issued by the
national radio management agency. Article 8 The production and import of micro-power radio equipment (or other equipment containing micro-power radio equipment) must be carried out in accordance with the "Regulations on the Administration of Imported Radio Transmitting Equipment" and "Regulations on the Administration of the Production of Radio Transmitting Equipment" issued by the national radio management agency. The equipment produced and imported should be marked with the model approval code of the micro-power radio equipment (the third letter of which is "D") on its prominent part.
Manufacturers should accept the inspection and testing of the performance indicators of their products by the national or provincial (regional, municipal) radio management agency. The performance indicators of the products produced must meet the requirements of these regulations, and products that do not meet the requirements shall not leave the factory.
Article 9 Any micro-power radio equipment that has not been approved by the national radio management agency shall not be produced, sold or used in China.
Article 10: For micro-power radio equipment that has been approved by the national radio regulatory agency, no manufacturer or user may change the operating frequency, increase the transmission power (including the additional installation of a radio frequency power amplifier), connect an external antenna or use other transmitting antennas, or change the original design characteristics and functions without authorization.
Article 11: Micro-power radio equipment must be installed in a complete casing, and its external adjustment or control devices are only used for adjustment or control within the scope of the approved technical indicators.
Article 12: The performance and technical indicators of various types of micro-power radio equipment are shown in the attachment. According to the development of technology and market demand, the national radio regulatory agency will modify and supplement the micro-power radio equipment and technical indicators according to specific circumstances.
The following regulations must also be observed when using the following micro-power radio equipment:
1. Wireless microphones and biomedical telemetry equipment
If the frequency used is the same as the frequency of local sound or television broadcasting stations, it shall not be used locally;
if it interferes with the reception of local sound or television broadcasting, it shall be stopped immediately and can only be used again after the interference is eliminated or the frequency is adjusted to a non-interference frequency.
2. Remote control equipment for cranes or conveying machinery, and wireless transmission equipment for electronic crane scales
Electromagnetic environment testing must be carried out before the equipment is installed to avoid interference or interference with the normal operation of other similar equipment, causing production accidents;
when it is subject to harmful interference, it shall be stopped immediately and can only be used again after the interference is eliminated or the frequency is adjusted to a non-interference frequency;
in order to protect the radio astronomy business of the Beijing Observatory, equipment with a frequency of 229.0-235.0MHz shall not be used in the Beijing area.
3. Industrial wireless remote control equipment
Limited to use in industrial plants (or buildings), the interval between two transmissions shall not be less than 5 seconds.
4. Wireless data transmission equipment
Limited to use in buildings, the interval between two transmissions shall not be less than 5 seconds.
In order to protect the radio astronomy business of the Beijing Observatory, equipment in the frequency range of 229.0-235.0MHz shall not be used in Beijing.
5. Anti-theft alarm wireless control equipment
The duration of each radio wave transmission shall not exceed 1 second; the interval between two times shall not be less than 1 minute;
it shall not be used for wireless control of toys.
6. General wireless remote control equipment
It must have an automatic control device to make the radio wave transmission duration of the periodic wireless control equipment not exceed 1 second, and the interval between two times shall not be less than 60 minutes; or make the duration of each radio wave transmission of the non-periodic equipment not exceed 5 seconds, and the interval between two times shall not be less than 60 minutes;
it shall not be used for wireless control of toys;
if the frequency used is the same as the frequency of the local sound or television broadcasting station, it shall not be used locally;
if it interferes with the local sound or television broadcasting reception, it should be stopped immediately and can only be used again after the interference is eliminated or adjusted to a non-interference frequency.
7. Radio remote control equipment for model toys
Limited to one-way control;
not to be used near airports and in aviation control areas;
not to be used in military control areas;
Article 13 Importers and manufacturers shall print the following relevant content in the instructions or user manuals of their products:
1. Indicate the technical indicators and scope of use specified in the appendix, and explain the use of all controls, adjustments and switches;
2. Do not change the transmission frequency or increase the transmission power (including additional installation of RF power amplifiers) without authorization, and do not connect external antennas or use other transmission antennas without authorization;
3. Do not cause harmful interference to various legal radio communication services when using; once interference is found, stop using it immediately, and take measures to eliminate the interference before continuing to use it;
4. When using micro-power radio equipment, you must tolerate interference from various radio services or radiation interference from industrial, scientific and medical application equipment;
5. Do not use it near aircraft and airports.
Chapter III Supplementary Provisions
Article 14 Anyone who develops, produces, sells or imports micro-power radio equipment in violation of these Regulations, or who changes the frequency or transmission power of micro-power radio equipment without authorization, shall be dealt with in accordance with the "Radio Management Penalty Regulations" issued by the National Radio Management Agency.
Article 15 Anyone who imports, produces or sells micro-power radio equipment that does not meet the requirements of these Regulations shall be dealt with by the national or provincial (autonomous region, municipality) radio management office and technical supervision department in accordance with relevant laws and regulations.
Article 16 Any imported or produced micro-power radio equipment that does not publish the content of Article 13 of these Regulations in its equipment instructions or user manual shall be dealt with by the national or provincial (autonomous region, municipality) radio management office and technical supervision department in accordance with relevant laws and regulations.
Article 17 The National Radio Management Office shall be responsible for interpreting these Regulations.
Article 18 These Regulations shall come into force on January 1, 1999.
appendix:
Technical requirements for micropower (short range) radio equipment
1. Underground pipeline detection equipment: a radio transmitting device used to find and measure various cables, pipelines and similar structures buried underground; when the device is used, it couples radio frequency signals to cables, pipelines, etc., and uses receivers on the ground to detect the location of these cables.
1. Frequency of use: 14.0-95.0kHz; 105.0-200.0kHz;
2. Transmitting power: within 14.0-45.0kHz (not included), its (peak) power <10W;
within 45.0-200.0kHz, its (peak) power <1W;
3. Modulation mode: any non-voice modulation.
2. General micro-power radio transmitting equipment: small radio transmitting equipment used for toys, car doors, garage doors, anti-theft, alarm, data transmission, wireless microphones, etc.
(I) Class A equipment
1. The operating frequencies are: 1.700-2.100MHz, 2.200-3.000MHz, 3.100-4.100MHz, 4.200-5.600MHz,
5.700-6.200MHz, 7.300-8.300MHz, 8.400-9.900MHz
2. The emitted electric field strength shall not exceed 50μV/m at a distance of 3 meters from the equipment (using average value detection);
3. Frequency tolerance: ≤100×10
4.6dB bandwidth shall not exceed 200kHz
(II) Class B equipment
1. The operating frequencies are: 6.765-6.795MHz, 13.553-13.567MHz;
2. The emitted electric field strength shall not exceed 10020μV/m at a distance of 3 meters from the equipment (using quasi-peak detection);
3. Frequency tolerance: ≤100×10
(III) Class C equipment
1. The operating frequency is: 26.957-27.283MHz
2. The electric field strength emitted shall not exceed 10000μV/m at a distance of 3 meters from the equipment (using average value detection);
3. Frequency tolerance: ≤100×10
(IV) Class D equipment
1. The operating frequency is: 40.66-40.70MHz
2. The electric field strength emitted shall not exceed 1000μV/m at a distance of 3 meters from the equipment (using average value detection);
3. Frequency tolerance: ≤100×10
(V) Class E equipment
1. The operating frequency is: 24000-24250MHz
2. The electric field strength emitted shall not exceed 250000μV/m at a distance of 3 meters from the equipment (using average value detection);
3. Spurious emission power attenuation: ≥60dB
III. General wireless remote control equipment: used for wireless remote control of various windows and doors and various remote switches.
1. Frequency of use: 470.0-566.0MHz, 606.0-798.0MHz;
2. The electric field strength emitted shall not exceed 12500 μV/m (using average value detection) at a distance of
3 meters from the equipment; 3. The electric field strength of spurious emission shall not exceed 1250 μV/m (using average value detection) at a distance of 3 meters from the equipment;
4. Occupied bandwidth: ≤1.0MHz;
IV. Wireless microphone: A radio transceiver that transmits sound wirelessly, used for audio-visual training in education and cultural departments, public places such as cinemas, concert halls, conference rooms, and hearing assistance for people with disabilities.
1. Working frequency and transmitting power:
1) Working frequency: 88.0-108.0MHz,
transmitting power: ≤3mW;
2) Working frequency: 75.4-76.0MHz, 84.0-87.0MHz
transmitting power: ≤10mW;
3) Working frequency: 470.0-510.0MHz, 702.0-798.0MHz
transmitting power: ≤50mW;
2. Modulation mode: F3E
3. Occupied bandwidth: ≤200kHz
4. Frequency tolerance: ≤100×10
5. Spurious emission power attenuation: ≥30dB (≥40dB for 84-87MHz band)
5. Biomedical telemetry equipment: A radio transmitting equipment used to transmit measurement signals of human or animal physiological phenomena, limited to use in hospitals or medical research institutions.
1. Operating frequency: 175.0-215.0MHz
2. Occupied bandwidth: ≤200kHz
3. Frequency tolerance: ≤100×10
4. The emitted electric field strength shall not exceed 1500μV/m at a distance of 3 meters from the equipment (using average value detection);
5. The electric field strength of spurious emission shall not exceed 150μV/m at a distance of 3 meters from the equipment (using average value detection);

1) Using frequency: 223.300MHz, 224.900MHz, 230.050MHz, 233.050MHz, 234.050MHz;
Occupied bandwidth: <50kHz;
2) Using frequency: 450.0125MHz, 450.0625MHz, 450.1125MHz, 450.1625MHz, 450.2125MHz,
Occupied bandwidth: <20kHz;
2. Transmitting power shall not exceed 50mW;
3. Spurious emission power: <2.5μW;
4. Frequency tolerance: <4×10
IX. Industrial wireless remote control equipment: Radio transceiver equipment that transmits remote control information wirelessly.

XI. Anti-theft alarm wireless control equipment: used for short-distance cars, garages, valuables, emergency situations, etc. Safety, anti-theft and alarm radio control equipment.

2. The emitted electric field strength shall not exceed 6000UV/m at 3 meters away from the equipment (using average value detection);
3. The electric field strength of stray emissions shall not exceed 600UV/m at 3 meters away from the equipment (using average value detection);
4. Occupied bandwidth: = <25kHz;
XII. Model toy radio remote control equipment: non-manned model toys such as aviation model aircraft, surface model ships, and ground model cars that are remotely controlled by radio waves.
