Two sessions focus: "Chinese chips" usher in a turning point

The continuous improvement of the technology level and stable growth of production capacity of my country's integrated circuit manufacturing industry have provided a technical foundation and guarantee for the rapid development of my country's integrated circuit design industry, and played a positive role in improving the industrial chain and improving the technology level of domestic industries. However, the phenomenon of lagging behind in technology and being restricted by foreign countries in core technology is still serious.

In 2014, the shipment of smartphones in mainland China is expected to exceed 400 million units, accounting for more than 30% of the world's total. China has become the world's largest mobile phone chip market, but how many mobile phone chips are my country's own? Less than 20% of Chinese mobile phones use independently developed chips, and 4G chips are basically all imported. Strengthening the "Chinese chip" has always been the focus of the deputies and members of the National People's Congress and the Chinese People's Political Consultative Conference every year, and this year is no exception. With the further improvement of the national strategy for network security and informatization, and with the advent of the 4G era, the localization of chips is accelerating. Has the turning point for China's chip industry to catch up with the international advanced level arrived?

It is reported that in the future, the country will launch major projects to support chip development, many of which will be invested in the tens of billions of yuan. A new round of integrated circuit industry support plan is expected to be released in the second quarter, and local governments have increased their support for the semiconductor industry, forming a linkage trend with the central government.

On February 8, Beijing announced the establishment of the Beijing Integrated Circuit Industry Development Equity Investment Fund with a total scale of 30 billion yuan.

On February 27, Tianjin Binhai New Area set up a special fund of 200 million yuan each year to support integrated circuits, and officially implemented the "Opinions on Accelerating the Development of the Integrated Circuit Design Industry in the Binhai New Area" and the "Strategic Plan for the Cluster Development of the Integrated Circuit Industry in Tianjin Binhai New Area".

On March 4, the Shanghai Economic and Information Technology Commission launched a special reward program for integrated circuit designers.

Following Beijing's introduction of a 30 billion yuan integrated circuit industry fund, Shanghai, Jiangsu and Shenzhen may all launch 10 billion yuan industry funds after the National "Two Sessions". Led by the government, they will attract social capital. Preliminary estimates show that at least 100 billion yuan of investment will be made to boost the integrated circuit industry.

In fact, in order to change the situation of serious backwardness in integrated circuit manufacturing technology, my country launched the "909 Project" as early as 1997. In 1999, Shanghai Huahong NEC's first 8-inch production line in my country was completed and put into production. In 2000, encouraged by Document No. 18, there was an investment boom in the integrated circuit industry, and various regions invested in building chip production lines. How can China join the world's first-class ranks? Jiang Qiping, a member of the Xinhua Information Technology Expert Group and Secretary-General of the Information Technology Research Center of the Chinese Academy of Social Sciences, made a detailed analysis of this.

Jiang Qiping believes that strengthening the development of China's chip technology and industry is the top priority of network security and informatization, and is the only way for China to become an information power. At present, the development of mobile chips and embedded chips is a trend. The 4G international mobile communication standard TD-LTE led by my country and its widespread commercial use have created new opportunities for China's chip industry to catch up with the international advanced level.

To catch up with the development in the future, we must first adhere to the principle of "setting standards based on the market" and master the dominance of standards. According to the principles of market economy, whoever controls the market determines the standards. We must make full use of the huge development space of the Chinese market, including the mobile Internet market, to enhance China's voice in standards, to do a good job in 4G commercialization, and to support a first-class chip industry on the basis of a first-class market.

Second, we must strive for breakthroughs in core technologies. We must learn from the best, keep our eyes on the forefront, and strive to be the first in core technologies. China's 5G research and development has already started. We must attach importance to it from the perspective of national cybersecurity and informatization, increase investment, and strive to be at the forefront of the world in core technologies through independent innovation and international cooperation.

Third, we must follow the laws of technology integration and industry integration, integrate forces, develop in a coordinated manner, and embark on a path of chip industry development with Chinese characteristics. Today's chip development is shifting from PC-centered to Internet-centered, requiring the integration of information technology (IT) and communication technology (CT), and developing in the direction of ICT industry integration. For a long time, my country's IT and CT have been developed separately in terms of technology, industry, and departmental settings, which are not adapted to the new situation of technology integration and industry integration. my country has a strong electronics industry and a strong communications industry. We must learn from Intel's one-sided development of IT chips and the loss of CT chip opportunities, and combine IT and CT to form an ICT synergy. With my country's development advantages in embedded chips and other fields, relying on the huge demand brought by mobile Internet and the Internet of Things, we will strengthen new capabilities in big data and smart computing, so that chip development can keep up with the new trend of distributed computing and world networks.

Fourth, we must ensure development through mechanism innovation and achieve a virtuous cycle of input and output. First, we must innovate the investment mechanism. Chip development has the characteristics of high investment, high risk and high return, requiring a strong venture capital mechanism as a guarantee. Even though Intel has met the requirements, it has not chosen to move to the "main board" such as the New York Stock Exchange, which shows that the chip industry has special requirements for the capital market. Given that chip development is related to network security, it is a comprehensive national strength competition, and my country does not have the conditions to establish China's "Nasdaq" for the time being, we can learn from the United States' dual-use military and civilian R&D system to solve the problem of complementary investment risks and market returns in cutting-edge R&D. Secondly, we must promote development through application and open up the collaborative chain of industry, academia, research and application.

The chip R&D cycle is long, and it is very easy for applications to be out of touch with R&D. In the past, there have been both experience and lessons in promoting the national science and technology project model, the research institute model, and even the industry-led model. The fundamental solution lies in giving full play to the main role of enterprises. To this end, we must fully respect the R&D autonomy of enterprises and not blame them for everything. For example, in order to survive, enterprises hope to develop by introducing, imitating, digesting, absorbing, and re-innovating. This does not seem "high-end" and there are many problems in it, but there is a reason for enterprises to choose this way. The society should have a relaxed and tolerant attitude towards corporate innovation and mass innovation, and grasp the differences between the innovation laws of the catching-up stage and the surpassing stage. As long as the top and bottom form a joint force, I believe that in time, Chinese chips will surely rank among the world's top ranks.

In recent years, the mainstream technology of my country's integrated circuit production lines has been upgraded from 5-inch, 6-inch, 0.5 micron and above process levels to 8-inch 0.18 micron to 0.25 micron, 12-inch 110 nanometers, 90 nanometers and 65 nanometers, 55 nanometers/45 nanometers, 40 nanometers and 28 nanometers. Local integrated circuit companies represented by SMIC, China Resources Microelectronics, Huahong NEC, Shanghai Hongli, and Shanghai Advanced have risen rapidly.

The technology level of my country's integrated circuit manufacturing industry is constantly improving and the production capacity is growing steadily. The localization of chips is accelerating. Many companies are developing rapidly, such as SMIC, Wuhan Xinxin Semiconductor, Shanghai Hongli Semiconductor, China Resources Microelectronics, Shanghai Belling, Huawei HiSilicon, Beijing Ingenic, Spreadtrum, and Leadcore Technology.

And judging from the current development status of domestic mobile phone chips, it will reach a critical point of explosion. As the cornerstone of terminal security, mobile phone chips have risen to the strategic height of national security. With the continuous introduction of integrated circuit industry policies, domestic mobile phone chip manufacturers such as Spreadtrum, HiSilicon, Leadcore Technology, and SMIC are expected to usher in "leapfrog" development.
