The fourth session of the 12th National People's Congress will open at 9:00 a.m. on the 5th in the Great Hall of the People. It will hear and review the report on the work of the government by Premier Li Keqiang, review the draft outline of the 13th Five-Year Plan for National Economic and Social Development, review the report of the State Council on the implementation of the 2015 National Economic and Social Development Plan and the draft of the 2016 National Economic and Social Development Plan, and review the report of the State Council on the implementation of the 2015 central and local budgets and the draft of the 2016 central and local budgets. Dear delegates,

Now, on behalf of the State Council, I will report on the government's work to this conference. I ask for your deliberation and I would like to invite members of the National Committee of the Chinese People's Political Consultative Conference to offer their opinions.

I. Review of Work in 2015

In the past year, my country's development faced multiple difficulties and severe challenges. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping as General Secretary, people of all ethnic groups across the country overcame difficulties and forged ahead with firm confidence and extraordinary courage, and achieved steady economic and social development, completing the main goals and tasks for the whole year, and making new major achievements in reform, opening up, and socialist modernization.

--The economy remained within a reasonable range. The GDP reached 67.7 trillion yuan, up 6.9%, ranking among the top major economies in the world. Grain production achieved "12 consecutive increases", and the increase in consumer prices remained at a low level. In particular, the employment situation was generally stable, with 13.12 million new jobs in urban areas, exceeding the annual expected target, becoming a highlight of economic operation.

-- Structural adjustment has made positive progress. The proportion of the service industry in GDP has risen to 50.5%, accounting for half of the GDP for the first time. Consumption has contributed 66.4% to economic growth. High-tech industries and equipment manufacturing industries have grown faster than general industries. Energy consumption per unit of GDP has dropped by 5.6%.

-- Develop new drivers to accelerate growth. The innovation-driven development strategy continues to advance, the Internet is accelerating its integration with various industries, and emerging industries are growing rapidly. Mass entrepreneurship and innovation are booming, with newly registered companies increasing by 21.6% throughout the year, with an average of 12,000 new companies added every day. The new drivers have played a prominent role in stabilizing employment and promoting upgrading, and are driving profound changes in the economy and society.

--People's lives have further improved. The per capita disposable income of residents nationwide increased by 7.4% in real terms, faster than the economic growth rate. At the end of last year, the balance of residents' savings deposits increased by 8.5%, with an increase of more than 4 trillion yuan. The drinking water safety problem of 64.34 million rural residents has been solved. The efforts to fight poverty have been intensified, and the number of rural poor has decreased by 14.42 million.

A number of innovative achievements in the field of science and technology have reached the international advanced level, the third-generation nuclear power technology has made significant progress, the domestic C919 large passenger aircraft has rolled off the assembly line, and Tu Youyou won the Nobel Prize in Physiology or Medicine. The people of all ethnic groups in the country are excited and proud of the achievements made in my country's development!

Looking back at the past year, the achievements were hard-won. These achievements were made in an extremely complex and severe international environment. Last year, the world economic growth rate was the lowest in six years, the growth rate of international trade was even lower, the price of bulk commodities fell sharply, and the volatility of the international financial market intensified, which had a direct impact and influence on my country's economy. These achievements were made under the circumstances that deep-seated contradictions in China were highlighted and the downward pressure on the economy increased. Faced with the situation of "three phases overlapping", economic work encountered many dilemmas or even multiple problems, which required a combination of long-term and short-term, seeking benefits and avoiding harm, and effectively responding. These achievements were made on the basis of a high base of more than 60 trillion yuan in my country's total economic volume. Now, every 1 percentage point increase in GDP is equivalent to an increase of 1.5 percentage points 5 years ago and 2.5 percentage points 10 years ago. The larger the economic scale, the more difficult it is to grow. In the face of difficulties and pressures, people of all ethnic groups across the country have made great efforts and come through step by step. This once again shows that no difficulties and obstacles can stop China's pace of development!

Over the past year, we have mainly done the following work:

First, we focused on stabilizing growth, adjusting structure and preventing risks, and innovating macro-control methods. In response to the increasing downward pressure on the economy, we implemented targeted and timely control on the basis of interval control. The proactive fiscal policy focused on increasing efficiency, expanding the scope of structural tax cuts, implementing universal fee reductions, and revitalizing fiscal stock funds. The issuance of local government bonds replaced 3.2 trillion yuan of existing debts, reduced the interest burden by about 200 billion yuan, and alleviated the debt repayment pressure of local governments. The prudent monetary policy focused on moderate tightness, cut interest rates and reserve requirements several times, reformed the management of deposit-loan ratios, innovated monetary policy tools, and increased support for the real economy. We expanded effective investment, established special funds, and strengthened the construction of weak links such as water conservancy, urban shantytowns and rural dilapidated housing renovation, and railways and highways in central and western China. We implemented key consumption promotion projects, and urban and rural residents' tourism, online shopping, and information consumption grew rapidly. Last year, we also actively responded to various risks and challenges in the financial field, defended the bottom line of no systemic regional risks, and safeguarded the national economic and financial security.

Second, we will intensify reform and opening up around stimulating market vitality. We will not engage in strong stimulus of the "flooding" type, but will continue to promote structural reform. We will deepen the reform of streamlining administration, delegating power, combining regulation and supervision, and optimizing services. We will cancel and delegate 311 administrative approval items, cancel 123 professional qualification licenses and certification items, and completely end non-administrative approval. The pre-approval of industrial and commercial registration has been streamlined by 85%, and the integration of three certificates and one license and one code has been fully implemented. We will strengthen supervision during and after the event and optimize the public service process. It is more convenient for the public and enterprises to do things, and the enthusiasm for entrepreneurship and innovation in the whole society is growing.

Key reforms such as fiscal and taxation have been deepened. The number of special transfer payments from the central government to local governments has been reduced by one third, and the scale of general transfer payments has increased. The business tax-to-value-added tax reform has been steadily implemented, and the scope of resource tax levied on the basis of value has been expanded. The floating ceiling of deposit interest rates has been abolished, a deposit insurance system has been introduced, and a cross-border RMB payment system has been established. The intensity of price reform has been intensified, with the number of central government-priced projects reduced by 80% and that of local government-priced projects reduced by more than half. Reforms in areas such as state-owned enterprises, rural areas, investment and financing, and ecological civilization have been carried out in an orderly manner, and the results of comprehensively deepening reform are emerging.

Adhere to promoting reform and development through opening up. Efforts have been made to stabilize foreign trade, adjust the export tax rebate burden mechanism, clean up and standardize import and export charges, improve the level of trade facilitation, and the export structure has undergone positive changes. The number of restrictive items for foreign investment has been reduced by half, and more than 95% have been subject to filing management. The actual use of foreign capital was US$126.3 billion, an increase of 5.6%. Non-financial foreign direct investment was US$118 billion, an increase of 14.7%. The experience of the Shanghai Free Trade Pilot Zone was promoted, and new free trade pilot zones were established in Guangdong, Tianjin, and Fujian. The RMB joined the Special Drawing Rights currency basket of the International Monetary Fund. The Asian Infrastructure Investment Bank was formally established, and the Silk Road Fund was put into operation. The China-ROK and China-Australia free trade agreements and the China-ASEAN Free Trade Area Upgrade Protocol were signed. The construction of the "Belt and Road" initiative has achieved remarkable results, the pace of international capacity cooperation has accelerated, and breakthrough progress has been made in the export of Chinese equipment such as high-speed rail and nuclear power.

Third, we will focus on improving quality and efficiency and promote industrial innovation and upgrading. We will formulate and implement the outline and opinions of the innovation-driven development strategy, introduce policies and measures to promote mass entrepreneurship and innovation, implement the "Internet +" action plan, and enhance new driving forces for economic development. A large number of makers have embarked on the road of entrepreneurship and innovation. We will improve agricultural support policies and promote the accelerated transformation of agricultural development methods. In response to the decline in industrial growth and corporate profitability, we will focus on the cultivation of emerging industries and the transformation and upgrading of traditional industries. We will launch the implementation of "Made in China 2025", establish the National Emerging Industry Venture Capital Guidance Fund and the Small and Medium Enterprise Development Fund, and expand the National Independent Innovation Demonstration Zone. We will actively resolve overcapacity and promote corporate mergers and reorganizations. In the past three years, we have eliminated more than 90 million tons of backward steel and iron production capacity, 230 million tons of cement, more than 76 million weight boxes of flat glass, and more than 1 million tons of electrolytic aluminum. We will promote the accelerated development of productive and life services. We will focus on energy conservation, emission reduction and environmental protection, and exceed the targets for various binding targets. We will announce the voluntary emission reduction action targets and promote positive results in international climate change negotiations.

Fourth, we will focus on expanding development space and promoting coordinated regional development and new urbanization. We will continue to promote the coordinated development of the "four major blocks" of the east, central, west and northeast regions, focus on promoting the "Belt and Road" construction, the coordinated development of Beijing, Tianjin and Hebei, and the development of the Yangtze River Economic Belt, and implement a number of major projects in infrastructure, industrial layout, ecological and environmental protection, etc. We will formulate and implement policies and measures to promote the development of Tibet, the Tibetan areas of the four provinces, and Xinjiang. We will promote the reform of the household registration system, introduce the residence permit system, strengthen the construction of urban infrastructure, and achieve new results in new urbanization.

Fifth, we will focus on improving people's well-being and promote the reform and development of social undertakings. In the face of tight financial resources, efforts to ensure people's livelihood will continue to increase. New policies will be introduced to focus on solving employment and entrepreneurship problems for college graduates and groups with employment difficulties. 7.72 million units of urban affordable housing projects have been basically completed, 6.01 million units of shantytown housing renovation projects have started, and 4.32 million dilapidated houses in rural areas have been renovated, and a large number of families with housing difficulties have realized their dream of a safe home. We will accelerate the improvement of the conditions of weak compulsory education schools in poor areas, deepen the reform of the professional title system for primary and secondary school teachers, and the number of rural students in poor areas enrolled in key universities will increase by another 10.5%. We will comprehensively promote the comprehensive reform of county-level public hospitals, expand residents' major disease insurance, establish a medical assistance system for major and serious diseases, a living subsidy system for disabled people in difficulties, and a nursing subsidy system for severely disabled people. We will raise the standards for basic pensions for subsistence allowances, preferential treatment, and enterprise retirees, promote the reform of the pension insurance system for government agencies and institutions, and improve the wage system. We will strengthen the construction of basic public cultural services. The general public has a greater sense of gain.

Sixth, we promoted social harmony and stability, promoted law-based administration and innovation in governance. The State Council submitted 11 legal proposals to the Standing Committee of the National People's Congress for deliberation, and formulated and revised 8 administrative regulations. We accelerated the promotion of government transparency, promoted e-government and online services. We established a supervision and accountability mechanism for the implementation of major policies, and carried out third-party evaluations. We effectively responded to natural disasters and emergencies. We strengthened production safety supervision, and the total number of accidents and the number of major and serious accidents and accidents in key industries continued to decline. We promoted the creation of food safety demonstration actions. We strengthened the comprehensive management of social security, cracked down on all kinds of illegal and criminal activities in accordance with the law, and effectively maintained public security.

We have carried out in-depth special education on "Three Stricts and Three Realities", persevered in implementing the spirit of the Party Central Committee's eight regulations, resolutely corrected the "four tendencies", and strictly implemented the "three rules and regulations" of the State Council. We have strengthened administrative supervision and audit supervision. We have vigorously promoted the building of a clean and honest Party style and the fight against corruption, and a number of corrupt elements have been punished.

We solemnly commemorate the 70th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and declare our country's historical position and major contributions as the main battlefield of the World Anti-Fascist War in the East, and demonstrate the firm belief of the Chinese people in safeguarding peace and justice together with the people of all countries!

Over the past year, all-round diplomacy has yielded fruitful results. President Xi Jinping and other state leaders visited many countries and attended major events such as the United Nations series of summits, the G20 Leaders' Summit, the APEC Leaders' Informal Meeting, the Climate Change Conference, the East Asia Cooperation Leaders' Series Meetings, and the World Economic Forum. The China-Africa Cooperation Forum Summit and the China-EU Leaders' Meeting were successfully held, and the China-Latin America Forum was launched. New progress has been made in relations with major powers, pragmatic cooperation with neighboring countries has been deepened, friendly cooperation with developing countries has been continuously expanded, relations with international organizations and international mechanisms such as the United Nations have been comprehensively strengthened, and economic diplomacy and cultural exchanges have been fruitful. As a responsible major country, China has played an important constructive role in international and regional affairs.

The achievements made in the past year are the result of the overall planning and scientific decision-making of the Party Central Committee with Comrade Xi Jinping as General Secretary, and the concerted efforts and hard work of the entire Party, the entire army and the people of all ethnic groups across the country. Affected by factors such as the shrinking global trade, my country's total import and export volume declined last year, and the expected growth target was not achieved. Investment growth is weak, some industries have serious overcapacity, some enterprises have difficulties in production and operation, regional and industrial trends are differentiated, fiscal revenue and expenditure contradictions are prominent, and there are risks and hidden dangers in the financial field. There are many problems in medical care, education, pension, food and drug safety, income distribution, urban management, etc. that the people are concerned about. Severe smog weather occurs from time to time in some areas. It is particularly distressing that last year, the "Eastern Star" passenger ship capsized and the Tianjin Port fire and explosion occurred, causing heavy casualties and property losses. The lessons are extremely profound and must be carefully learned. There are still shortcomings in the government's work. Some reforms and policy measures have not been fully implemented. A few cadres do not act, do not know how to act, and act recklessly. The unhealthy trends and corruption in some areas cannot be ignored. We must further enhance our sense of crisis and responsibility, make greater efforts to solve these problems, always take the people's expectations as the direction of governance, do our best to do a good job in government work, and never let the people down.

2015 is the final year of the 12th Five-Year Plan. Over the past five years, my country's development achievements have attracted worldwide attention. Since the 18th CPC National Congress, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as General Secretary, in the face of the complex international environment and the arduous and heavy tasks of domestic reform, development and stability, we have continued to adhere to the general tone of work of seeking progress while maintaining stability, deepened reform and opening up, and implemented a series of major measures that benefit the present and the long-term, and the main goals and tasks set in the 12th Five-Year Plan have been fully completed. First, the economy has continued to develop rapidly. The GDP has grown by an average of 7.8% per year, and the total economic volume has remained the second largest in the world. China has become the world's largest trading country in goods and a major foreign investment country. Second, structural adjustment has made significant progress. The service industry has become the largest industry, the integration of industrialization and informatization has deepened, and the comprehensive agricultural production capacity has been significantly enhanced. Consumption has become the main force supporting economic growth. More than half of the population lives in towns and cities. Energy consumption per unit of GDP has dropped by 18.2%, and the emission of major pollutants has decreased by more than 12%. Third, the level of infrastructure has leapt forward across the board. The railway mileage reached 121,000 kilometers, of which more than 19,000 kilometers were high-speed railways, accounting for more than 60% of the world. The mileage of highways in operation exceeded 120,000 kilometers. The East and Middle Lines of the South-to-North Water Diversion Project were put into operation. The world's largest fourth-generation mobile communication network was built. Fourth, major breakthroughs were made in scientific and technological innovation. A number of original results were achieved in basic research such as quantum communication, neutrino oscillation, and high-temperature iron-based superconductivity. Manned space flight, lunar exploration, and deep-sea exploration projects reached the world's advanced level. Fifth, people's living standards have improved significantly. Residents' income growth has been faster than economic growth, and the urban-rural income gap has continued to narrow. The number of new urban employment exceeded 64 million. 40.13 million housing units were built in urban affordable housing projects, and hundreds of millions of people moved into new homes. The number of rural poor people decreased by more than 100 million, and the drinking water safety problem of more than 300 million rural people was solved. Sixth, remarkable achievements were made in social development. Education equity and quality have been significantly improved. Basic medical insurance has achieved full coverage, and the participation rate of basic pension insurance has exceeded 80%. Cultural soft power continues to improve. The rule of law has been comprehensively promoted. Significant achievements have been made in the military transformation with Chinese characteristics. After five years of hard work, my country's economic strength, scientific and technological strength, national defense strength and international influence have taken a big step forward.

The brilliant achievements of the 12th Five-Year Plan period have fully demonstrated the great superiority of socialism with Chinese characteristics, concentratedly displayed the infinite creativity of the Chinese people, and greatly enhanced the self-confidence and cohesion of the Chinese nation. They will surely inspire people of all ethnic groups across the country to forge ahead on the new journey of realizing the "two centenary" goals!

II. Main objectives, tasks and major measures during the 13th Five-Year Plan period

In accordance with the "Proposal of the Central Committee of the Communist Party of China on Formulating the 13th Five-Year Plan for National Economic and Social Development", the State Council has prepared the "Outline of the 13th Five-Year Plan for National Economic and Social Development (Draft)" and submitted it to the Congress for review.

The Draft Outline closely revolves around the goal of building a moderately prosperous society in all respects, and addresses prominent issues such as unbalanced, uncoordinated and unsustainable development. It emphasizes the need to firmly establish and implement the development concept of innovation, coordination, greenness, openness and sharing, and clarifies the main goals and tasks for economic and social development in the next five years. It proposes a series of major policies, major projects and major projects to support development, and highlights the following six aspects.

--Maintain medium-high economic growth and promote the industry to medium-high-end level. To achieve the goal of building a moderately prosperous society in all respects, by 2020, the GDP and per capita income of urban and rural residents will double that of 2010, and the average annual economic growth rate will remain above 6.5% during the 13th Five-Year Plan period. Accelerate the optimization and upgrading of the industrial structure and implement a number of major projects with high technical level and strong driving capacity. By 2020, the proportion of advanced manufacturing, modern service industry and strategic emerging industries will increase significantly, and the labor productivity of all employees will increase from 87,000 yuan per capita to more than 120,000 yuan. By then, my country's total economic output will exceed 90 trillion yuan, and the quality and efficiency of development will be significantly improved. In a populous developing country like ours, this will be a very remarkable achievement.

-- Strengthen the leading role of innovation and inject strong impetus into development. Innovation is the first driving force for development and must be placed at the core of the overall national development. We must implement the innovation-driven development strategy in depth. We will launch a number of new major national science and technology projects, build a number of high-level national science centers and technology innovation centers, and cultivate and expand a number of innovative leading enterprises with international competitiveness. We will continue to promote mass entrepreneurship and innovation. We will promote the widespread application of big data, cloud computing, and the Internet of Things. We will accelerate the construction of a quality power and a manufacturing power. By 2020, we will strive to achieve major breakthroughs in basic research, applied research, and strategic frontier fields, achieve a 2.5% investment intensity in R&D funding for the whole society, and achieve a 60% contribution rate of scientific and technological progress to economic growth, and move into the ranks of innovative countries and talent-strong countries.

-- Promote new urbanization and agricultural modernization, and promote coordinated development of urban and rural areas. Narrowing the gap between urban and rural areas is not only the focus of adjusting the economic structure, but also the key to releasing development potential. We must deepen the new urbanization with people as the core, realize the settlement of about 100 million agricultural migrant workers and other permanent residents in cities, complete the transformation of shanty towns and urban villages where about 100 million people live, and guide about 100 million people to urbanize nearby in the central and western regions. By 2020, the urbanization rate of permanent residents will reach 60%, and the urbanization rate of registered residents will reach 45%. Implement a number of water conservancy, agricultural machinery, modern seed industry and other projects to promote moderate scale operation of agriculture and regional layout, standardized production, and socialized services. By 2020, the supply and quality safety of major agricultural products such as grain will be better guaranteed, and the level of agricultural modernization will be significantly improved. Based on the overall regional development strategy and guided by the "three major strategies", we will form a vertical and horizontal economic axis mainly along the coastal and riverside economic belts, and cultivate a number of urban agglomerations and growth poles with strong radiation and driving force. Strengthen the construction of major infrastructure, with the operating mileage of high-speed railways reaching 30,000 kilometers, covering more than 80% of major cities; the mileage of newly built and renovated expressways opening to traffic is about 30,000 kilometers, and full coverage of urban and rural broadband networks is achieved.

-- Promote the formation of a green production and lifestyle, and accelerate the improvement of the ecological environment. Adhere to the principle of protecting while developing and developing while protecting, and continue to promote the construction of ecological civilization. Deeply implement the action plan for the prevention and control of air, water and soil pollution, and strengthen ecological protection and restoration. In the next five years, water consumption, energy consumption and carbon dioxide emissions per unit of GDP will be reduced by 23%, 15% and 18% respectively, the forest coverage rate will reach 23.04%, the efficiency of energy resource development and utilization will be greatly improved, and the overall quality of the ecological environment will be improved. In particular, significant progress has been made in the control of atmospheric haze, and the ratio of days with good air quality in cities at prefecture level and above has exceeded 80%. We must persevere and build a beautiful China with blue skies, green land and clear water.

--深化改革开放,构建发展新体制。发展根本上要靠改革开放。必须全面深化改革,坚持和完善基本经济制度,建立现代产权制度,基本建成法治政府,使市场在资源配置中起决定性作用和更好发挥政府作用,加快形成引领经济发展新常态的体制机制和发展方式。"一带一路"建设取得重大进展,国际产能合作实现新的突破。对外贸易向优进优出转变,服务贸易比重显著提升,从贸易大国迈向贸易强国。全面实行准入前国民待遇加负面清单管理制度,逐步构建高标准自由贸易区网络,基本形成开放型经济新体制新格局。

--Continuously improve people's well-being and enable all people to share the fruits of development. Adhere to the people-centered development philosophy, strive to make up for the shortcomings in basic livelihood security, and steadily move towards common prosperity. Resolutely win the battle against poverty, lift all rural poor people out of poverty under the current standards of my country, lift all poor counties out of poverty, and solve regional overall poverty. Establish a list of national basic public service projects. Establish and improve a more equitable and sustainable social security system. Implement projects such as standardization of compulsory education schools, popularization of high school education, and construction of world-class universities and first-class disciplines, and increase the average years of education of the working-age population from 10.23 years to 10.8 years. Achieve more than 50 million new urban jobs. Improve the income distribution system, narrow the income gap, and increase the proportion of middle-income population. Improve the housing security system and renovate 20 million housing units in urban shantytowns. Promote the construction of a healthy China and increase life expectancy by one year. Build a modern public cultural service system and implement projects such as civic morality and Chinese cultural heritage. We must not only make people's material life more prosperous, but also make their spiritual life richer.

To do a good job in economic and social development during the 13th Five-Year Plan period and achieve the goal of building a moderately prosperous society in all respects, we must focus on grasping three points. First, we must firmly grasp the first priority of development and not relax. Development is the hard truth and the key to solving all problems in our country. The next five years will be an important stage for crossing the "middle-income trap", and various contradictions and risks will increase significantly. Development is like sailing against the current. If you don't advance, you will retreat. We must unswervingly adhere to the focus on economic construction, promote scientific development, properly respond to challenges, and enable the giant ship of the Chinese economy to sail through the waves. Second, vigorously promote structural reform. At present, there are both total volume problems and structural problems in development, and structural problems are more prominent. We must use reform methods to promote structural adjustment. While moderately expanding total demand, we must focus on supply-side structural reform, do both subtraction and addition, reduce ineffective and low-end supply, expand effective and medium- and high-end supply, increase the supply of public products and public services, so that supply and demand can jointly promote economic development, improve total factor productivity, and continuously liberate and develop social productivity. Third, accelerate the continuous transformation of new and old development momentum. Economic development will inevitably involve a process of iterative replacement of old and new drivers. When traditional drivers become weaker, new drivers need to emerge and traditional drivers need to transform to form a new "dual engine" to promote sustained economic growth and reach a new level. At present, my country's development is at such a critical period, and it is necessary to cultivate and strengthen new drivers and accelerate the development of the new economy. Fundamentally speaking, the inexhaustible power of development lies in the people. More than 900 million laborers and more than 100 million people with higher education and professional skills are our greatest resources and advantages. Realizing the transformation of old and new drivers and promoting development to rely more on human resources and technological innovation is both a painful adjustment process and a promising upgrading process. As long as we get through this hurdle, the Chinese economy will surely be reborn and create greater glory.

Looking ahead to the next five years, we are full of confidence in victory. If we can achieve the goal of building a moderately prosperous society in all respects as scheduled, people's lives will be better and the prospects for socialism with Chinese characteristics will be brighter!

III. Key tasks in 2016

This year is the first year of the decisive stage of building a moderately prosperous society in all respects, and it is also the year of advancing structural reform. To do a good job in government work, we must hold high the great banner of socialism with Chinese characteristics, fully implement the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth and Fifth Plenary Sessions of the 18th Central Committee of the Communist Party of China, take Deng Xiaoping Theory, the important thought of "Three Represents" and the Scientific Outlook on Development as guidance, thoroughly implement the spirit of General Secretary Xi Jinping's series of important speeches, follow the "five-in-one" overall layout and the "four comprehensive" strategic layout, adhere to reform and opening up, adhere to the new development concept to guide development, adhere to the general tone of work of seeking progress while maintaining stability, adapt to the new normal of economic development, implement the overall idea of ​​macroeconomic policies to be stable, industrial policies to be accurate, microeconomic policies to be flexible, reform policies to be practical, and social policies to be supportive, grasp the balance between stabilizing growth and adjusting the structure, keep the economy running within a reasonable range, focus on strengthening supply-side structural reform, accelerate the cultivation of new development momentum, transform and enhance traditional comparative advantages, do a good job in de-capacity, de-stocking, de-leveraging, cost reduction, and make up for shortcomings, strengthen people's livelihood security, effectively prevent and control risks, and strive to achieve a good start to economic and social development during the "13th Five-Year Plan" period.

The main expected development goals for this year are: GDP growth of 6.5%-7%, consumer price increase of about 3%, more than 10 million new urban jobs, urban registered unemployment rate below 4.5%, imports and exports stabilized and improved, the balance of international payments basically balanced, residents' income growth and economic growth basically synchronized. Energy consumption per unit of GDP decreased by more than 3.4%, and major pollutant emissions continued to decrease.

The expected economic growth target of 6.5%-7% takes into account the connection with the goal of building a moderately prosperous society in all respects, the need to promote structural reform, and is conducive to stabilizing and guiding market expectations. The main purpose of stabilizing growth is to protect employment and benefit people's livelihood. A growth rate of 6.5%-7% can achieve relatively full employment.

Comprehensively analyzing all aspects, this year my country faces more and greater difficulties and more severe challenges in its development. We must be fully prepared to fight a tough battle. From an international perspective, the world economy is undergoing deep adjustments and weak recovery, international trade growth is sluggish, financial and commodity markets are volatile, geopolitical risks are rising, and the instability and uncertainty of the external environment are increasing. The impact on my country's development cannot be underestimated. From a domestic perspective, long-term accumulated contradictions and risks have further emerged, and the economic growth rate has shifted gears, structural adjustment pains, and the transformation of new and old kinetic energy are intertwined, increasing downward pressure on the economy. But difficulties and challenges are not terrible. China's development has always been advancing in response to challenges, and there is no hurdle that cannot be overcome. After years of rapid development, my country has a solid material foundation, strong economic resilience, sufficient potential, and great room for maneuver. Reform and opening up have continuously injected new impetus, and innovative macroeconomic regulation has accumulated rich experience. In particular, we have the strong leadership of the Communist Party of China and the socialist system with Chinese characteristics, and the Chinese people are hardworking and wise. As long as we work together to overcome difficulties, we will be able to achieve the annual economic and social development goals.

This year we will focus on doing a good job in eight areas.

(I) Stabilize and improve macroeconomic policies and keep the economy running within a reasonable range. We still have innovative means and policy reserves for macroeconomic regulation. We must not only take targeted measures based on the current situation to withstand the downward pressure on the economy, but also focus on the long-term, keep backhands, and build momentum. We will continue to implement a proactive fiscal policy and a prudent monetary policy, innovate macroeconomic regulation methods, strengthen interval regulation, targeted regulation, and timely regulation, coordinate the use of fiscal and monetary policies and industrial, investment, price and other policy tools, and adopt structural reforms, especially supply-side structural reforms, to create a good environment for economic development.

The proactive fiscal policy should be strengthened. This year, the fiscal deficit is planned to be 2.18 trillion yuan, an increase of 560 billion yuan over last year, and the deficit ratio will be raised to 3%. Among them, the central fiscal deficit is 1.4 trillion yuan and the local fiscal deficit is 780 billion yuan. 400 billion yuan of local special bonds will be arranged, and local government replacement bonds will continue to be issued. my country's fiscal deficit ratio and government debt ratio are relatively low among the world's major economies. Such an arrangement is necessary, feasible and safe.

The fiscal deficit will be moderately expanded, mainly for tax and fee reductions, to further reduce the burden on enterprises. Three measures will be taken this year. First, the business tax reform will be fully implemented. From May 1, the pilot scope will be expanded to the construction, real estate, financial and life service industries, and the value-added tax contained in all new real estate of enterprises will be included in the deduction scope to ensure that the tax burden of all industries will only decrease and not increase. Second, the government funds established in violation of regulations will be cancelled, a number of government funds will be suspended and merged, and the scope of exemption of water conservancy construction funds will be expanded. Third, the scope of exemption of 18 administrative and institutional charges will be expanded from small and micro enterprises to all enterprises and individuals. The implementation of the above policies will reduce the burden on enterprises and individuals by more than 500 billion yuan this year compared with before the reform. At the same time, necessary fiscal expenditures and government investment will be appropriately increased to increase support for weak links such as people's livelihood. Innovate fiscal expenditure methods and optimize fiscal expenditure structure. What should be protected must be protected, and what should be reduced must be reduced.

Accelerate the reform of the fiscal and taxation system. Reasonably determine the central and local sharing ratio of value-added tax. Taxes that are suitable as local revenue should be allocated to local governments, and local governments should be given appropriate power in terms of tax policy management. Further reduce the scale of central special transfer payments, and the scale of general transfer payments will increase by 12.2% this year. Fully promote the reform of resource tax based on value. Implement tax collection and management in accordance with the law. Establish a standardized local government debt financing mechanism, and appropriately increase the debt limit for those with strong financial strength and low debt risk in accordance with legal procedures. Governments at all levels should insist on living a tight life and spend every penny in an open and practical way.

The prudent monetary policy should be flexible and moderate. This year, the broad money M2 is expected to grow by about 13%, and the balance of social financing scale will grow by about 13%. We should coordinate the use of various monetary policy tools such as open market operations, interest rates, reserve ratios, and re-lending to maintain a reasonable level of liquidity, dredge the transmission mechanism, reduce financing costs, and strengthen support for the real economy, especially small and micro enterprises, and "agriculture, rural areas and farmers".

Deepen financial system reform. Accelerate reform and improve the modern financial regulatory system, improve the efficiency of financial services for the real economy, and achieve full coverage of financial risk supervision. Deepen interest rate marketization reform. Continue to improve the market-based formation mechanism of the RMB exchange rate and keep the RMB exchange rate basically stable at a reasonable and balanced level. Deepen the reform of state-owned commercial banks and development and policy financial institutions, develop private banks, and launch a pilot project of investment-loan linkage. Promote the reform and rule of law of the stock and bond markets, promote the healthy development of multi-level capital markets, and increase the proportion of direct financing. Tighten the institutional cage, rectify and standardize the financial order, severely crack down on financial fraud, illegal fundraising and illegal and criminal activities in the securities and futures fields, and resolutely defend the bottom line of no systemic regional risks.

(II) Strengthen supply-side structural reform and enhance the driving force for sustained growth. Focusing on solving prominent contradictions and problems in key areas, we will accelerate the removal of institutional and mechanism barriers, improve the quality and efficiency of the supply system through supply-side structural reform, and further stimulate market vitality and social creativity.

We will push forward the reform of streamlining administration, delegating power, combining decentralization with regulation, and optimizing services. We will respect the people and streamline administration, effectively transform government functions, and improve efficiency. We will continue to vigorously reduce administrative approval items, focus on solving the problems of asynchronous, uncoordinated, and inadequate decentralization, and ensure that local governments can take over and manage the decentralized approval items well. We will deepen the reform of the commercial system and carry out pilot projects on the separation of licenses and certificates. We will fully publish the list of powers and responsibilities of local governments, and pilot the negative list system for market access in some areas. We will implement catalog list management for administrative and institutional fees, government-set or guided-price business service fees, government funds, and national professional qualifications. We will deepen price reform and strengthen price supervision. We will amend and abolish administrative regulations and normative documents that hinder development. We will innovate the supervision methods during and after the event, and comprehensively implement the "double random, one public" supervision, randomly select inspection objects, randomly select law enforcement inspection personnel, and promptly publish the results of investigations and punishments. We will promote the reform of comprehensive administrative law enforcement, and implement the unified collection of corporate credit information, public disclosure in accordance with the law, joint punishment, and social supervision. We will vigorously promote "Internet + government services" and realize data sharing among departments, so that residents and enterprises can run less errands, get things done more easily, and avoid unnecessary trouble. We will simplify and eliminate cumbersome procedures, prohibit illegal inspections, and give the people more equal opportunities and greater creative space.

Fully unleash the entrepreneurial and innovative potential of the whole society. Focus on implementing the innovation-driven development strategy, promote the deep integration of science and technology with the economy, and improve the overall quality and competitiveness of the real economy. First, strengthen the main position of enterprises in innovation. Implement the additional deduction of enterprise R&D expenses, and improve the tax incentives for high-tech enterprises and technology business incubators. Support industry-leading enterprises to build high-level R&D institutions. Accelerate the promotion of the pilot policy of the National Independent Innovation Demonstration Zone to the whole country, build a batch of national independent innovation demonstration zones and high-tech zones, and build comprehensive innovation reform pilot zones. Second, give play to the multiplier effect of mass entrepreneurship, mass innovation and "Internet +" to gather wisdom and power. We will focus on resolving overcapacity and reducing costs and increasing efficiency. We will focus on reducing overcapacity in difficult industries such as steel and coal, adhere to market pressure, enterprise entities, local organizations, and central support, and use economic, legal, technical, environmental, quality, and safety means to strictly control new capacity, resolutely eliminate backward capacity, and orderly withdraw overcapacity. We will take measures such as mergers and reorganizations, debt restructuring, or bankruptcy liquidation to actively and prudently deal with "zombie enterprises." We will improve fiscal and financial support policies, and the central government will allocate 100 billion yuan in special reward and subsidy funds, focusing on the diversion and resettlement of employees. We will take comprehensive measures to reduce corporate transaction, logistics, financial, energy costs, and other costs, and resolutely curb the behavior of charging fees indiscriminately involving enterprises.

We will strive to improve the supply of products and services. We will focus on three aspects. First, we will improve the quality of consumer goods. We will accelerate the alignment of quality and safety standards with international standards and establish a punitive compensation system for product quality. We will encourage enterprises to carry out personalized customization and flexible production, cultivate the spirit of craftsmanship of striving for excellence, increase varieties, improve quality and create brands. Second, we will promote the upgrading of the manufacturing industry. We will further promote "Made in China + Internet", build a number of national manufacturing innovation platforms, implement a number of intelligent manufacturing demonstration projects, and launch major projects such as industrial base strengthening, green manufacturing, and high-end equipment. We will implement the accelerated depreciation policy and organize and implement major technological transformation and upgrading projects. Third, we will accelerate the development of modern service industries. We will launch a new round of national comprehensive reform pilot projects for the service industry, implement high-tech service industry innovation projects, and vigorously develop digital creative industries. Vigorously promote the reform of state-owned enterprises. In the next two years, we must promote development through reform and resolutely fight the tough battle of improving the quality and efficiency of state-owned enterprises. Promote the structural adjustment of state-owned enterprises, especially central enterprises, innovate and develop a batch, reorganize and integrate a batch, and clean up and withdraw a batch. Promote equity diversification reform, carry out pilot projects such as implementing the powers of corporate boards of directors, market-based selection and appointment of operators, professional manager system, mixed ownership, and employee shareholding. Better stimulate the vitality of the non-public economy. Substantially relax market access in the fields of electricity, telecommunications, transportation, oil, natural gas, municipal utilities, etc., eliminate various hidden barriers, and encourage private enterprises to expand investment and participate in the reform of state-owned enterprises. Treat all enterprises equally in terms of project approval, financing services, fiscal and taxation policies, land use, etc. Protect the property rights of all types of ownership equally in accordance with the law, severely investigate and punish acts that infringe on the legitimate rights and interests of non-public enterprises and non-public economic persons, create a fair, just, transparent and stable legal environment, and promote all types of enterprises to show their strengths and develop together.

(III) Deepen the potential of domestic demand and open up greater space for development. Appropriately expand the total demand, actively adjust and reform the demand structure, promote the effective connection between supply and demand, the organic combination of investment and consumption, and the coordinated development of urban and rural areas, so as to form a stable and lasting domestic demand support for economic development.

Enhance the fundamental role of consumption in driving economic growth. Adapt to the trend of consumption upgrading, remove policy barriers, optimize the consumption environment, and safeguard consumer rights. Support the development of service consumption such as elderly care, health, housekeeping, education and training, culture and sports. Strengthen emerging consumption such as network information, smart home, and personalized fashion. Encourage online and offline interaction and promote innovation and transformation of physical business. Improve the logistics and distribution network and promote the healthy development of the express delivery industry. Activate the second-hand car market and accelerate the construction of urban parking lots and new energy vehicle charging facilities. Carry out pilot projects of consumer finance companies across the country and encourage financial institutions to innovate consumer credit products. Reduce import tariffs on some consumer goods and add duty-free shops. Implement the paid leave system, strengthen the construction of facilities such as tourism transportation, scenic spots, and self-driving camps, standardize the order of the tourism market, and welcome the emerging era of mass tourism.

Give full play to the key role of effective investment in stabilizing growth and adjusting the structure. There are many shortcomings in my country's infrastructure and people's livelihood areas, and industries are in urgent need of transformation and upgrading. There is still a lot of room for effective investment. This year, a number of major projects in the "13th Five-Year Plan" will be launched. Complete railway investment of more than 800 billion yuan and highway investment of 1.65 trillion yuan, start 20 major water conservancy projects, and build major projects such as hydropower and nuclear power, ultra-high voltage transmission, smart grid, oil and gas pipelines, and urban rail transit. The central budget investment will increase to 500 billion yuan. Deepen the reform of the investment and financing system, continue to raise special construction funds in a market-oriented manner, promote the transformation and restructuring of local financing platforms for market-oriented financing, explore the securitization of infrastructure and other assets, and expand the scale of bond financing. Improve the cooperation model between the government and social capital, make good use of the 180 billion yuan guidance fund, strictly perform contracts in accordance with the law, and fully stimulate the enthusiasm of social capital to participate.

We will further promote new urbanization. Urbanization is the only way to modernization and the biggest potential for domestic demand and driving force for development in my country. This year, we will focus on three tasks. First, we will accelerate the urbanization of rural migrant population. We will deepen the reform of the household registration system, relax the conditions for settling in cities, and establish and improve the policy of linking people, land and money. We will expand the scope of comprehensive pilot projects for new urbanization. Residence permits are of high value. This year, we will renovate 6 million shantytown housing units and increase the proportion of monetary resettlement in shantytown renovation. We will improve tax and credit policies to support residents' reasonable housing consumption, adapt to rigid housing demand and improvement demand, and adopt policies based on cities to resolve real estate inventory. We will establish a housing system that combines renting and purchasing, and gradually include eligible migrant population in the scope of public rental housing supply. Accelerate the adjustment of agricultural structure. The continuous increase in grain production has provided a strong guarantee for stabilizing prices and improving people's livelihood, but it also faces problems such as a substantial increase in inventory and a drop in market prices. We should guide farmers to adjust their planting and breeding structures to meet market demand and appropriately reduce the area of ​​corn planting. In accordance with the principle of "market pricing and price subsidy separation", we should actively and steadily promote the reform of the corn storage system to ensure farmers' reasonable income. We should take multiple measures to digest grain stocks, vigorously support the deep processing of agricultural products, and extend the agricultural industrial chain; formulate a new round of plans for returning farmland to forest and grassland, and return 15 million mu of farmland to forest and grassland this year. This will achieve multiple goals at one stroke and must be done well. Central fiscal poverty alleviation funds increased by 43.4%. Promote the integration of agricultural funds in poor counties. We must increase the scale of short-term export credit insurance and ensure that all equipment export financing insurance is fully insured. Second, we must encourage innovation in business models. We must expand cross-border e-commerce pilots, support enterprises in building a number of "overseas warehouses" for export products, and promote the development of comprehensive foreign trade service enterprises. Third, we must optimize the trade structure. This year, the chemical oxygen demand and ammonia nitrogen emissions will be reduced by 2%, sulfur dioxide and nitrogen oxide emissions will be reduced by 3%, and the concentration of fine particulate matter (PM2.5) in key areas will continue to decline. We will focus on reducing coal-burning emissions and motor vehicle emissions. We will strengthen the clean and efficient use of coal, reduce the use of loose coal, and promote the use of electricity and gas instead of coal. We will fully implement ultra-low emission and energy-saving transformation of coal-fired power plants. We will accelerate the elimination of coal-fired boilers that do not meet mandatory standards. We will increase the supply of natural gas, improve the development support policies for wind energy, solar energy, biomass energy, etc., and increase the proportion of clean energy. We will encourage the resource utilization of straw and reduce direct incineration. We will fully promote the National Five Standard for vehicle fuel and eliminate 3.8 million yellow-label vehicles and old vehicles. The newly revised Environmental Protection Law must be strictly enforced, those who exceed the emission limits or commit illegal discharges must be severely punished, and those who condone such acts must be held accountable.

Vigorously develop energy-saving and environmental protection industries. Expand the coverage of green environmental protection standards. Support the promotion of advanced energy-saving and environmental protection technologies and equipment, and widely carry out contract energy management and third-party governance of environmental pollution. Increase the intensity of building energy-saving transformation and accelerate the green transformation of traditional manufacturing industries. Carry out national energy-saving and water-saving actions, promote garbage classification and treatment, improve the recycling network of renewable resources, and cultivate the energy-saving and environmental protection industry into a major pillar industry for my country's development.

Strengthen the construction of ecological security barriers. Improve the ecological protection compensation mechanism. Stop commercial logging of natural forests and implement a new round of grassland ecological protection subsidy and reward policies. Promote the comprehensive management pilot of groundwater over-exploitation areas, implement wetland protection and restoration projects, and continue to control desertification, rocky desertification and soil erosion. Protecting the environment is everyone's responsibility. Every member of society must take conscious action to contribute to the construction of a beautiful China.

(VII) Ensure and improve people's livelihood and strengthen social construction. The way of governing is to put people's livelihood first. We must remember this again and again, keep it in mind, do more to benefit people's livelihood and solve their worries. Although the growth of fiscal revenue has slowed down, we must not miss any practical things that should be done for the people.

We will focus on expanding employment and entrepreneurship. We will implement more active employment policies and encourage entrepreneurship to drive employment. This year, the number of college graduates will reach 7.65 million. We must implement employment promotion plans and entrepreneurship guidance plans to promote employment and entrepreneurship through multiple channels. We will make good use of the surplus of unemployment insurance funds, increase the scale of employment stabilization funds, do a good job in reemployment of laid-off workers in enterprises, and provide bottom-line support for urban employment difficulties. We will complete the task of improving the vocational skills of more than 21 million migrant workers. We will strengthen support for flexible employment and new employment forms. Continue to expand the enrollment scale of key colleges and universities in rural areas of impoverished areas, implement and improve the policies for the local schooling and entrance examinations of migrant workers' children.
