The Type-C interface is used by more and more electronic products due to its perfect functions, strong compatibility, and reverse blind plugging. In addition to smartphones, the Type-C interface is also widely used in digital devices such as mobile power supplies, notebooks, tablets, true wireless headphones, speakers, shavers, etc.
As a member of the National Committee of the Chinese People's Political Consultative Conference, Ding Lei also recommended to the Ministry of Industry and Information Technology: unify the standard charger ports for smart electronic devices to further reduce electronic waste and promote carbon neutrality.
In response to this, the Ministry of Industry and Information Technology recently replied to Ding Lei that it will continue to promote the formulation of relevant national standards, promote the integration and unification of charging interfaces and technologies, increase the recycling rate of electrical and electronic products, and strive to promote the high-quality development of the consumer electronics industry.

We have received your proposal on "unifying the standard ports for smart electronic device chargers to further reduce e-waste and promote carbon neutrality". The State Administration for Market Regulation now responds as follows:
With the rapid iteration of charging/data interfaces and charging technologies, the current smart terminal market has formed a pattern dominated by USB-C interfaces, with multiple interfaces and charging technologies coexisting. As stated in the proposal, after users change their devices, most of the original chargers and data cables are idle, causing huge waste. Vigorously promoting the integration of charging interfaces and technologies will help reduce electronic waste and improve resource utilization efficiency.
I. Work already carried out
(I) Strengthen the formulation of technical specifications for charging of terminal equipment. Our department attaches great importance to the development of standards related to charging of smart electronic devices. In 2021, two industry standards, "Technical Requirements and Test Methods for Power Adapters and Charging/Data Interfaces of Mobile Communication Terminals" and "Technical Requirements and Test Methods for Fast Charging of Mobile Communication Terminals", were approved and issued to provide standard support for standardizing the charging interfaces of electronic devices.
The State Administration for Market Regulation (Standardization Administration) guides the National Electrical Safety Standardization Technical Committee and the National Communications Standardization Technical Committee to organize the development of charger-related standards, and has approved the release of four charger-related national standards, including "Lithium Battery Power Charger for Mobile Communication Handheld Devices", "Safety of Information Technology Equipment Part 1: General Requirements", "Special Requirements for Safety Battery Chargers for Household and Similar Electrical Appliances", and "Safety Guidelines for Multimedia Equipment", which put forward standardized requirements for chargers in terms of interface type, performance, and safety.
(II) Promote the integration and interoperability of various fast charging technologies. In order to promote the solution of incompatibility issues of fast charging technologies of various enterprises and improve the consumer experience, our department guided the China Academy of Information and Communications Technology to jointly formulate two group standards, namely "Mobile Terminal Integration Fast Charging Technical Specifications" and "Mobile Terminal Integration Fast Charging Test Methods", with industry associations and enterprises in the fields of mobile terminals and chips, to create a fast, safe and compatible charging environment for consumers and reduce the risks and costs of upstream and downstream enterprises in the industrial chain to develop universal fast charging power chips and accessories.
At the same time, the State Administration for Market Regulation (Standardization Administration) organized and carried out preliminary research on the compatibility standardization of fast charging protocols for smart devices, fully investigated domestic and international standardization needs and technological development trends, and laid the foundation for the subsequent development of relevant national standards.
(III) Promote the recycling of waste electrical and electronic products. Our ministry has issued policy documents such as the Industrial Green Development Plan (2016-2020), the Guiding Opinions on Accelerating the Development of the Renewable Resources Industry, and the 14th Five-Year Plan for Industrial Green Development, and strived to promote the recycling of waste electrical and electronic products. We selected industry leaders such as Lenovo and Gree to carry out pilot projects on extending the producer responsibility of electrical and electronic products, and explored the establishment of easy-to-replicate and popularizable business models for the recycling of electrical and electronic products, such as independent recycling, commissioned recycling, and joint construction.
2. Considerations for the next step
Our department will continue to promote the formulation of relevant national standards, promote the integration and unification of charging interfaces and technologies, improve the recycling rate of electrical and electronic products, and strive to promote the high-quality development of the consumer electronics industry.
First, improve the standard system. Jointly with the State Administration for Market Regulation, promote the formulation of relevant national standards, promote the construction of a dual standard system, accelerate the construction of a standard system based on government promulgation and coordinated development of market standards, and give full play to the leading and normative role of charging technology group standards. Based on the current development status and needs of the industry, organize relevant scientific research institutions and upstream and downstream enterprises in the industrial chain to jointly carry out the development of charging interfaces and technical standards for smart terminal equipment. Encourage Chinese companies to participate in the formulation of relevant international standards for unified charging interfaces, strengthen exchanges and cooperation with foreign standardization organizations and enterprises, and promote Chinese standards to become international standards.
Second, promote the integration and unification of charging interfaces and technologies. Promote the establishment of an industry exchange platform, gather the strength of industry, academia, government, research and application, strengthen cooperation in charging technology innovation, application promotion and other aspects, and jointly promote the high-quality development of the charging industry. Encourage terminal companies to design and produce smart terminal devices with unified interfaces and compatible fast charging technologies, formulate different accessories matching plans in the terminal sales link, and make reasonable pricing to provide consumers with on-demand purchase opportunities and further reduce resource waste.
Third, we will strengthen the recycling of electronic and electrical products. We will speed up the formulation and release of the "Implementation Plan on Accelerating the Comprehensive Utilization of Industrial Resources", implement the extended producer responsibility pilot for electrical and electronic products, and strive to increase the recycling rate of discarded chargers and other electrical and electronic products.
