Hello everyone, this is a joint letter from the ARM China management team.

As the company's management team, most of us have worked with Allen for more than ten years and have a deep understanding of each other. We are very shocked and angry about the unwarranted accusations against Allen in recent media reports. Allen is a professional with a solid technical background and a well-known corporate leader in the industry. From joining Arm in 2004, to leading the Chinese team in 2007, to today as the founding chairman of the Arm China joint venture, he has led us all to fight together. Over the past decade, he has devoted great efforts to the introduction and development of Arm technology and ecology in China and to the market demand for chip IP. Such an industry veteran who has worked in the Arm system for 16 years, a mentor and friend who has a sincere feeling for the industry and a deep love for Arm and Arm China, has been subjected to those unwarranted accusations. We believe that this has not only hurt the reputation of Allen and Arm China, but also deeply hurt our feelings.

Allen and all of us are people who pursue technological innovation, have dreams for the semiconductor industry, and work hard. Five years ago, Arm and our team saw the strong market demand for IP technology in the Chinese market, and finally in 2018, with the strong support of Arm and various Chinese actual investors, the Arm China joint venture was successfully established. In the past two years, Allen has set an example and led all employees of the company to strictly demand themselves with the mentality of an entrepreneurial team, working hard, striving, and never slacking off. Arm China's revenue and profits have set new records every year, and the scale of business has grown rapidly, which has been recognized by many shareholders. Over the years, we have grown together with the vast number of Chinese customers and have received their high praise and long-term cooperation support. Our R&D team has created products such as Zhouyi, Xingchen and Shanhai, helping many customers quickly complete product design and tape-out. Each of us is very clear about the difficulty of making IP products. A team that is only two years old can achieve such results that impress customers, partners and even Arm. This is the result of everyone's unity, fearlessness of hardship, hard work, and bit by bit. It is also inseparable from Allen's full trust in the team and strong support for R&D investment. As the leader of the team, everything Allen does with everyone is for the better development of the Arm ecosystem and Arm China.

As a global technology platform company, Arm has always relied on ecosystem construction as the foundation of its success. In China, everyone knows that investment in ecosystem construction is a high-risk, long-term, and thankless task, but this task must be done and done well. Because only by building a good ecosystem can we achieve sustainable and high-speed development and create long-term value for the company. On the one hand, Arm China must concentrate its limited resources on business development, and on the other hand, it must find ways to build and support ecosystem development. Allen, through brainstorming, cooperated with a number of first-class domestic and foreign capital, industry partners and local governments, and other third parties to promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area Integrated Circuit Design Innovation Public Platform in Shenzhen, and promoted the landing of platforms such as the Arm Accelerator, Angel VC Fund, chip design education, incubation services, and open source software across the country, helping and supporting hundreds of ecological innovation projects. With the rapid development of China's semiconductor industry, we also support excellent chip design companies to mature and enter the market faster through early investment through the coordination of external industrial capital, and make greater contributions to the business and ecosystem of Arm and Arm China. These projects are an important part of Arm China's ecological strategic deployment. Investing in and building an ecosystem is a long and arduous journey, but it is crucial, so no one cares about short-term returns and economic benefits. Allen has devoted his own resources, time, and energy to better enable industrial innovation and create real industrial value.

Despite the severe impact of the epidemic in 2020, ARM China still exceeded its business targets for the first half of the year, and we are confident that we will exceed our full-year business targets again. At present, ARM China is operating normally and the team is stable. The normal business activities with any customers and partners have not been affected by this incident. We also require all employees to perform their duties diligently to ensure that we continue to provide first-class services to our customers and partners. At all times, we are a group of hardcore engineers. Our core value is to provide customers with better products and more efficient services, and to provide strong support for the semiconductor industry and the ecosystem. This is our commitment and our original intention.

We will stand together through thick and thin and keep moving forward. We firmly believe that the future we can see and become the leader of China's smart technology ecosystem can be achieved through hard work!
