It should be that PICKIT3 has a weak power supply capability for the target board, which causes the power supply voltage to be pulled down, so that it cannot be burned normally. The solution is to power the target board with an external power supply.

As long as the option in MAPLAB is configured to the correct MCU model and configured to burn the program, KIT3 power supply will be fine, and the MCU power supply voltage has nothing to do with it.
