New package cannot be saved

【1】The software used is AD09. In the schematic diagram, two package libraries are added, one with the suffix .LIB and the other with .Pcblib. What is the difference between the two? Is the .Pcblib file a file that only contains the package diagram? What about the former?

[2] I added a new package to the two package libraries mentioned above. However, during the saving process, the problem shown in the figure below occurred. However, my naming is indeed not repeated. How can I solve this problem?

Open the Footprint Library

Open the new package that needs to be added and copy the package graphic

On the editor page, create a new device

Paste
