I am selecting a buck-boost solution, 18 to 30V input, 24V output 2A, is LM5156 suitable?

Just choose a buck-boost control chip, such as LM25118

Does 25118 have cost advantages?

It is more commonly used for buck-boost conversion, and does not need to be designed with a transformer or dual inductor like the LM5156.
The LM5156 is cheaper and can also be used.
