According to foreign media reports, in addition to the newly released ThunderBolt being locked by the operator's Bootloader, users recently discovered that HTC has signed the Bootloader of the Incredible S phone. As can be seen from the picture, there are two signed Bootloader and Recovery image files in the RUU package of the Incredible S.

This means that only update files signed by HTC can be allowed by the Bootloader, and users will not be able to flash third-party ROMs on their Incredible S at will. When the media asked HTC about this issue at CTIA 2011, HTC said that it all depends on the operator's wishes. However, since the Incredible S is an unlocked phone, this statement failed to convince users. The media speculated that HTC did this because it did not want the improved third-party ROM to make its own system look inferior, but this would also dampen the enthusiasm of users and developers.
