High-end chips and other products are "written into" Shandong's "steady progress" high-quality development policy list

Recently, Shandong Province issued the 2022 "Stability and Progress" high-quality development policy list (first batch), including two parts: "2021 Policy Package Classification Implementation List" and "New Policy List to be Implemented from 2022". Subsidies for high-end chips and integrated circuit wafer production were written into the document.

Starting from 2021, the Provincial Natural Science Foundation will establish a special fund for integrated circuits to support outstanding scientific and technological talents from around the world to conduct basic theoretical and applied basic research together with Shandong teams; set up special projects for integrated circuits, new materials, and new energy in major scientific and technological innovation projects to support the research and development of key core technologies; and provide a 10% post-R&D investment subsidy to technology-based enterprises in the field of integrated circuits that comply with national industrial policies.

For integrated circuit design enterprises in Shandong Province that sign tape-out contracts with compliant integrated circuit manufacturing enterprises for the first time and use their production lines to complete product tape-outs, a subsidy of up to 3 million yuan will be given to each enterprise. Among them, for multi-project wafer tape-outs, subsidies will be given at a rate not exceeding 70% of the first round of tape-out costs; for full-mask tape-outs, subsidies will be given at a rate not exceeding 50% of the first round of tape-out costs; for tape-outs with product process technology below 28 nanometers or using third-generation semiconductor silicon carbide wafers as substrates, the subsidy ratio will be appropriately increased.

According to the Shandong Development Zone, preliminary estimates show that the 2022 "stability and progress" high-quality development policy list will allocate 134.5 billion yuan in Shandong provincial fiscal expenditure. Among them, 122 policies that will continue to be implemented involve expenditures of 10.5 billion yuan, and 56 newly proposed policies involve expenditures of 124 billion yuan.
