Dai Guoqiang: The integrated circuit industry will be abandoned and subverted if it lacks perseverance and focus

From June 25th to 26th, with the theme of "The heart and the core are in harmony, and the changes are like Kunpeng", the 5th Jiwei Semiconductor Summit was held in Haicang, Xiamen, hosted by the Semiconductor Investment Alliance and the China Mobile Alliance, and co-organized by Aijiwei and Xiamen Semiconductor Investment Group.

At the theme summit of the 5th Jiwei Semiconductor Summit held on the morning of the 26th, Dai Guoqiang, director of the Ministry of Science and Technology, attended and delivered a speech.

Dai Guoqiang said that the five years of the Jiwei Semiconductor Summit were also the five years of rapid development of our country's integrated circuit industry, and the five years of rapid changes in the development environment of the integrated circuit industry. In this process, Xiamen Haicang and other places accurately predicted the general trend of international and domestic development, closely combined with the country's strategic goals, and formulated corresponding plans for the long-term economic development and industrial upgrading of the region. Through top-level design, mechanism innovation, and integrated development, the industrial competitiveness of integrated circuits has been rapidly improved, and through their own efforts, they have entered the important phalanx of the country's built circuit industry with characteristics.

Dai Guoqiang introduced that 20 years ago, when my country launched the 863 Plan, it systematically arranged the design, manufacturing, materials, technology, and application of integrated circuits, but there were very few units and enterprises that could be selected at that time, and the investment community paid little attention to the direction of industrial development. Today, many design, manufacturing, application, equipment companies and investment institutions gathered at the Jiwei Semiconductor Summit, which fully demonstrated that the understanding of the importance of the integrated circuit industry has been greatly improved, and also reflected the concern for integrated circuits.

Dai Guoqiang pointed out that on the basis of laying a relatively good foundation in the early stage, how to give full play to the advantages of the country and the local regions and realize and make them bigger and stronger in the future development of integrated circuits requires studying the inherent development laws of the integrated circuit industry and giving full play to the power of enterprises, talents and governments.

Dai Guoqiang believes that the sustained rapid development of the integrated circuit industry over the past 60 years has three obvious characteristics:

First, openness. Openness promotes the continuous cohesion and upgrading of the industrial chain, and the continuous injection of the most advanced research results in technology, materials, equipment, etc., thus ensuring the healthy development of the industrial ecology.

The second is perseverance and focus. In today's fast-changing world, the integrated circuit industry has been focusing on development. Lack of perseverance will definitely lead to abandonment, and lack of focus will definitely lead to subversion. The race against time relies on the cognition and common struggle of researchers and entrepreneurs.

The third is active integration and collaborative integration. Practitioners of integrated circuits should take the initiative to understand the development trends of related industries based on their own advantages and expertise, maximize the value of integrated circuits, and ensure that the benefits can support the needs of future development.

Dai Guoqiang expressed three expectations and suggestions to enterprises, investors and the government.

For enterprises, in the high-investment, high-growth and fast-changing integrated circuit industry, the pressure on their shoulders cannot be relaxed for a moment. Failure to narrow the gap with the world's advanced level means falling behind. Practitioners must maintain an open mind, stick to their own characteristics, and continue to integrate and develop with related industries and technologies.

For investors, integrated circuits are an industry with particularly obvious long and short cycles. Coupled with the control of integrated circuits by international oligarchs, if too much attention is paid to temporary success and failure, the impact on the industry may be devastating. Therefore, long-term strategic preparation and perseverance are required.

For the government, we hope to provide further fair and continuous support to enable enterprises to grow steadily and continuously improve their competitiveness. In the face of rapid changes in the international and domestic environment, we hope to enable enterprises to improve their own level and contribute to the upgrading of the local and national industrial chain and the complete matching of the supply chain. At the same time, the government should also provide information and plan the layout to better integrate the upstream and downstream of integrated circuit enterprises, provide the best technical platform, verify their technology, and give full play to their ideas and capabilities.

Regarding the next 30 years of integrated circuit development, Dai Guoqiang believes that the country's requirements for the development of integrated circuits are closely related to the changes in the country's entire social and industrial development, and can be summarized into four aspects: one is the need for high maintainability development; two is the need for high manufacturability development; three is the need for high controllable quality development; and four is the need for high reusability development.

"These four aspects require integrated circuit practitioners to be able to adapt to such development and changes and provide support. It is necessary to accelerate the construction of integrated circuit application platforms and manufacturing platforms. There needs to be an overall leap in design, application, materials, equipment and structure. Everything requires the support of talents. I hope that more and better talents will join the integrated circuit industry." Dai Guoqiang said.
