China Mobile recently released an announcement on the centralized procurement and selection of super SIM card products from 2021 to 2022, and it is expected to purchase 111.4 million super SIM cards.
This project does not divide procurement packages. The selected candidates in the procurement package are divided into a fixed pool + a shared pool (6-7 candidates), and candidates in the market pool (several candidates). The number of selected candidates and the specific share allocation principles are as follows:
The fixed pool share is 70% of the total demand. The top N manufacturers selected by the comprehensive evaluation method will supply according to the selected proportion. The details are as follows:
If there are 9 or more suppliers in the comprehensive ranking, 7 will be selected; the selected shares are: 21.05% for the first place, 17.54% for the second place, 15.79% for the third place, 14.04% for the fourth place, 12.28% for the fifth place, 10.53% for the sixth place, and 8.77% for the seventh place. If there are 8 suppliers in the comprehensive ranking, 6 will be selected; the selected shares are: 23.91% for the first place, 19.57% for the second place, 17.39% for the third place, 15.22% for the fourth place, 13.04% for the fifth place, and 10.87% for the sixth place.
If the number of suppliers in the overall ranking is less than 8, the selection process will be restarted. After the selection process is restarted, if the number of registered manufacturers or responding suppliers is less than 8, the selection will be terminated.
If a new manufacturer is selected, the selected share is 5%, and the fixed pool shares of other manufacturers are allocated according to the above principles. (New manufacturers refer to suppliers that have never been selected in China Mobile's centralized NFC USIM card procurement before)
The share of the shared pool is 20%-30% of the total demand, and the upper limit for a single manufacturer is 8% of the total demand. Suppliers in the shared pool are consistent with those in the fixed pool.
The market pool supplier execution ratio is no more than 10% of the total demand, which is shared with the shared pool. The market pool single vendor execution ratio is no higher than the minimum selection ratio of suppliers in the fixed pool.
