On the morning of March 8, the fourth session of the 13th National Committee of the Chinese People's Political Consultative Conference held a video conference.
Hao Yue, member of the National Committee of the Chinese People's Political Consultative Conference, academician of the Chinese Academy of Sciences, and director of the Academic Committee of Xidian University, suggested that scientific and technological workers should pay more attention to independent innovation and achieve more breakthroughs from "0 to 1".
Hao Yue believes that the most essential feature of building a new development pattern is to achieve high-level self-reliance and self-improvement. At present, my country still has outstanding problems in several key areas such as industrial precision equipment, high-end semiconductor chip foundation and industrial software. It is urgent to improve my country's independent scientific and technological innovation system and effectively enhance its original innovation capabilities.
Hao Yue suggested that, first of all, efforts should be made to strengthen the construction of major scientific and technological platforms such as national laboratories. It is necessary to give full play to the advantages of the new national system, integrate advantageous resources, and vigorously and orderly promote the system and mechanism of innovation and tackling key problems through major scientific platforms such as national laboratories, concentrate efforts to achieve major breakthroughs from "0 to 1", and focus on winning the battle of key core technologies.
Hao Yue suggested that the international cooperation and exchange mechanism should be improved. "Only by not rejecting all streams can we become rivers and seas. A healthy international cooperation model should make full use of international governance resources in a controllable and open-source manner." Hao Yue explained that the so-called controllable means building asymmetric advantages in several fields and creating new advantages for my country to participate in international cooperation and competition; the so-called open-source means sharing what we have and learning from others on this basis, implementing a more active and open talent policy, actively participating in and organizing national big science plans, international big science plans and big science projects, and comprehensively promoting intellectual property rights, international cooperation and competition, creating a good environment for the free cross-border flow of technological elements, and promoting us to continuously achieve world-first results.
Hao Yue also suggested that the technology investment and financing system should be innovated. The flexible investment methods of enterprises and social capital can complement the national technology investment and stimulate the vitality of innovation to the greatest extent. Technological innovation ultimately depends on the vast number of scientific and technological workers to achieve it with enthusiastic work and full spirit.
