It will take the lead in the country to carry out large-scale, multi-scenario demonstration applications, and the perception, decision-making, control and other services based on vehicle-road-cloud integration will be fully covered in the demonstration area. Conditional autonomous driving vehicles will achieve mass production and large-scale application, forming an intelligent network technology system that meets the requirements of highly autonomous driving, with local support capabilities in key technology fields exceeding 80%, and taking the lead in building a C-V2X network in China that adapts to the products of more car companies and communication equipment companies.

This action plan is formulated to implement the "Chongqing World-Class Intelligent Connected New Energy Vehicle Industry Cluster Development Plan (2022-2030)" and accelerate the innovative application of autonomous driving and vehicle networking.
1. Development Status and Trends
Autonomous driving and vehicle networking are important directions for the transformation and upgrading of the automotive industry and an important support for the realization of smart transportation. In recent years, intelligent network technology has been rapidly iterating, the commercialization process has been accelerated, and the two technical routes of single-vehicle intelligence and vehicle-road collaboration have accelerated their integration and development. It has become an industry consensus to empower intelligence with networking and strengthen the development of vehicle-road-cloud collaborative technology. In the field of autonomous driving, products such as lidar and visual sensors have become mature and entered the pre-installation application stage. The computing power of autonomous driving has continued to improve, promoting the accelerated development of high-level autonomous driving, and taking the lead in realizing large-scale applications in specific scenarios such as parks, ports, and mines. In the field of cellular vehicle networking (C-V2X), technology research and development and standard system construction are being accelerated, and the scale of application is further expanded, promoting the deep integration and development of vehicle networking with smart transportation and smart cities.
In recent years, Chongqing has accelerated the promotion of innovative applications of autonomous driving and Internet of Vehicles, and has a certain foundation and advantages. Complete vehicle companies such as Changan Automobile, Changan Ford, and Seres have launched a number of intelligent network products, and their cross-border cooperation with Internet companies has continued to deepen. Some complete vehicle companies have the independent research and development and production capabilities of conditional autonomous driving and above. It has gathered a large number of intelligent network core component companies such as Beidou Starlink, NXP, Datang Gaohong Zhilian, and Thundersoft, and built test demonstration projects such as the Ministry of Transport's closed-field test base for autonomous driving (Chongqing) and the Ministry of Industry and Information Technology's intelligent network vehicle demonstration zone. In the next step, we must accelerate the construction of a national-level Internet of Vehicles pilot zone, fully promote the research and development of key core technologies, optimize and improve the industrial service platform, vigorously carry out open road demonstration applications of autonomous driving, continuously enrich application scenarios, continuously optimize the intelligent network industry ecosystem, promote the widespread application of autonomous driving and Internet of Vehicles, and promote the high-quality development of the city's automobile industry.

1. Establish a technology research and development innovation system.
1. Breakthrough in key core technologies of intelligent networking. Breakthrough in key vehicle-side technologies such as new electronic and electrical architecture, standardized hardware platform for multiple vehicle models, intelligent network operating system, autonomous driving algorithm, and smart cockpit. Breakthrough in high-reliability, low-latency multi-source information fusion edge computing technology, long-term, high-reliability multi-target recognition and tracking and other road-side key technologies, as well as multi-level group intelligence decision-making and control in mixed traffic conditions and other vehicle-road collaboration key technologies. Focus on breakthroughs in key technologies such as C-V2X unicast and multicast, business continuity, and large-scale operation and maintenance to meet the needs of low latency, high reliability, and large bandwidth for the Internet of Vehicles; promote the deep integration of high-precision maps and Beidou high-precision positioning, ultra-wideband indoor positioning, and related new positioning and attitude technologies to form high-precision map crowdsourcing surveying, automatic annotation, and standardized production capabilities. 2. Build a basic platform for innovative research and development. Support vehicle manufacturers to build intelligent electric digital vehicle-side platforms with pluggable hardware, programmable scenarios, on-demand ecology, and self-evolving systems, and promote rapid updates and iterations of vehicle-mounted software; build electric commercial chassis with modular functions, integration, platformization, and support for multiple application scenarios, and promote intelligent iteration and upgrade of commercial vehicles. Support the construction of basic databases such as software and hardware design libraries, comprehensive testing and big data platforms, and large-scale traffic scenario libraries, as well as public technology service platforms such as the Automotive Intelligent Computing Center and the Intelligent Vehicle and Internet of Vehicles Information Security Technology Innovation Center to accelerate the construction and continuously improve innovation support capabilities. Accelerate the construction of key laboratories such as autonomous driving simulation testing, information security, and software evaluation, and continuously improve the testing and verification capabilities of the China Automotive Research Institute Dazu Intelligent Networked Test Base, the Ministry of Transport's Autonomous Driving Closed Field Test Base (Chongqing), and the National Intelligent Networked Vehicle Quality Inspection and Testing Center (Chongqing).
