At present, the global fuel cell vehicle industry has entered the stage of technology and market demonstration. The country has successively issued a series of policy documents to increase support for fuel cell vehicle-related industries. In order to seize the development opportunities of the hydrogen fuel cell industry and promote the hydrogen fuel cell industry to become a key fulcrum for local transformation and upgrading, local governments have recently issued relevant policies to promote the development of the fuel cell industry.
On April 26, the Changshu Municipal Government issued the "Changshu Municipal Policies and Measures on the Development of the Hydrogen Fuel Cell Industry". The document includes the following contents: focus on supporting the demonstration and application promotion of fuel cell vehicles; reward and subsidize the construction and operation of hydrogen refueling stations; encourage investment and construction of the hydrogen fuel cell industry chain; encourage the construction of hydrogen fuel cell vehicle innovation centers and high-level R&D platforms; give key support to major technical breakthroughs in hydrogen fuel cell key components and complete sets of equipment that have been recognized as the first set in the province; provide enterprise factory rent and project land support for certified hydrogen fuel cell vehicle core component projects, leasing factories and office buildings; support key talents in the hydrogen fuel cell vehicle industry; and provide a certain proportion of industrial support funds for the key hydrogen fuel cell projects introduced.
On April 29, the "Henan Hydrogen Fuel Cell Vehicle Industry Development Action Plan" jointly formulated by the Henan Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission, the Provincial Finance Department and other eight departments was issued, proposing to use passenger cars as the traction to promote the development of commercial vehicle industries such as logistics, and to use key urban clusters to radiate and drive the demonstration application of hydrogen fuel cell vehicles throughout the province; by 2025, the annual output value of the province's hydrogen fuel cell vehicle-related industries will exceed 100 billion yuan.
In the context of global energy resource shortage, it is crucial to develop and utilize hydrogen energy. Seizing opportunities and taking the lead in layout are tests of local action. In the future, more local governments will use the hydrogen energy industry to enhance their regional influence, support key hydrogen energy companies to increase investment in R&D institution construction, technical transformation and upgrading, integration of industrialization and information technology, brand cultivation, etc., enhance the original innovation capability of the hydrogen energy industry, and ensure the independent and controllable development of core technologies.
