Luofu Town: People's Congress representatives help implement the "source-grid-load-storage integration" pilot project

In late July 2024, the "Source-Grid-Load-Storage Integration" pilot project was launched in Luofu Town, Nandan County, where photovoltaic facilities and 220KV confluence stations were built. The project construction land involves 149 plots of land in 6 administrative villages in the town, totaling 6,798 mu. Since the project was launched, the Standing Committee of the People's Congress of Luofu Town has closely followed the decision-making and deployment of the Party Committee and the government, and has made supporting project construction a priority in the performance of the People's Congress's duties. It has actively played the role of representatives, taken the initiative, provided front-line services, and fully cooperated with the construction unit to do a good job in mass ideological mobilization, land surveying and mapping, and other work, providing strong guarantees for the orderly advancement of the project.

Explain policies, resolve doubts, and deliver the "good voice" of project construction

In the process of advancing the work, some people lack scientific knowledge of the photovoltaic industry and have many concerns about the development of photovoltaic projects, which has led to slow progress in the land transfer work in some villages and groups. To this end, the presidium of the town's People's Congress gave full play to the role of grassroots people's congress representatives and formed 6 "project mobilization" teams to go deep into the villages and towns to explain the significance of project construction, the standards for compensation for young crops, the accuracy of physical surveys, and the calculation of transfer accounts, so that the masses can take a "reassurance pill". "The key to doing a good job in the land transfer of photovoltaic projects is to respect the wishes of the masses. Even if the masses have misunderstandings, they must do their work carefully, patiently, and warmly." Chen Hongyang, a representative of the People's Congress of Luofu Town, introduced. It was the people's congress representatives and staff who explained the reason and moved the emotions, patiently and meticulously did the ideological work of the masses, softened the "hard knot" in the hearts of the masses, and the attitude of the masses changed from non-cooperation to active response.

Investigate public sentiment, accept public opinion, and build a "bridge of public opinion" for communication and coordination

The photovoltaic project has a wide range of land use, tight time and complex situations, involving the vital interests of the people and enterprises involved in the land acquisition and leasing, which is the most difficult "hard bone" to chew in the process of project promotion. The presidium of the town people's congress explored the establishment of a "mobile NPC representative contact point" to extend the window for representatives to contact the masses to the fields and farmers' homes. In response to the many demands of the masses on land rental income, young crop compensation standards and other aspects, the representatives strengthened the "two-way" contact with the project units and the masses. On the one hand, from the perspective of the masses, they collected the "problem list" of the masses and helped the masses calculate the "economic account"; on the other hand, they strengthened communication and coordination with enterprises, focused on solving the reasonable demands of the masses, and built a "bridge of communication" between the masses and the government and enterprises. The NPC representatives involved in the land lease red line also gave full play to the "head goose effect", starting from their own homes, taking the lead in cooperating in land demarcation and surveying and mapping work to dispel the ideological concerns of the masses. Up to now, the town has completed the surveying and mapping of 2,800 acres of land acquisition and leasing.

Focus on supervision, strengthen services, and deepen the "responsibility field" of project supervision

The Standing Committee of the People's Congress of Luofu Town regularly organizes people's congress representatives to follow up on service projects, actively build bridges between project units and the masses, organize people's congress representatives to go deep into the land acquisition and surveying site, inspect the progress of project construction 6 times, and fully understand the progress and existing problems of land acquisition and surveying. It promptly reported 8 demands raised by the masses to the owner unit, put forward 12 targeted opinions and suggestions, coordinated to solve 8 problems, supervised the progress of the project throughout the process, tracked and evaluated the results, and ensured that the project was smoothly promoted according to the planned time nodes.
