Guiding Opinions on Accelerating the High-Quality Development of New Energy Storage Industries
New energy storage is an important technology and basic equipment supporting the new power system. It is of great significance to promote the implementation of the "dual carbon" strategy and accelerate the construction of green, low-carbon and high-quality development pilot areas. In order to promote the high-quality development of the new energy storage industry in our province, the following guiding opinions are put forward.
I. General requirements
1. Guiding ideology
Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, fully, accurately and comprehensively implement the new development concept, and seize the strategic opportunity period for the development of new energy storage industry. Adhere to market-oriented and government-led, stimulate the vitality and creativity of enterprises; adhere to innovation-driven and application-driven, promote collaborative innovation of industry, academia, research and application; adhere to the combination of training and introduction, aggregation and integration, and cultivate a group of highly competitive industrial clusters; adhere to highlighting characteristics and differentiated development, and form a differentiated development pattern of regional linkage, coordinated complementarity and virtuous cycle. Focus on building a good ecology of coordinated development of upstream and downstream industries, create a new highland for the development of new energy storage industry in China, and help build a pilot zone for green, low-carbon and high-quality development.
2. Development Goals
The technological innovation capability of the new energy storage industry has been significantly improved, the level of independent control of core technology equipment has been greatly improved, the market mechanism and standard system have been more sound, and the competitive advantages of the entire industry chain have gradually emerged. By 2025, the operating income of the province's new energy storage industry will reach 250 billion yuan; by 2030, the scale of the industry will be further expanded and its competitiveness will be the leading in the country.
2. Diversify and develop new energy storage industries
(III) Strengthen the lithium-ion battery industry. On the basis of the existing lithium-ion battery industry, strengthen the links of material production, battery cell manufacturing, system integration, battery recycling, etc., and enhance the competitiveness of the industry. Improve the technical level of products such as positive electrode materials, electrolytes, and lithium supplements, and focus on supporting the research and development and industrialization of new generation high-performance positive electrode materials such as lithium iron manganese phosphate, high-nickel ternary lithium, and lithium-rich manganese-based, wide temperature range electrolytes, and high-performance positive electrode lithium supplements. Promote the research and development of "large capacity, low cost, long life, high safety, all-weather, and easy recycling" battery technology, and focus on supporting the engineering mass production and application of advanced technologies such as single high-energy and long-life lithium iron phosphate (manganese) batteries; strengthen the core technology research and development of solid-state and semi-solid-state lithium batteries, and promote the realization of industry "overtaking in the lane". Accelerate the research and development of system integration technologies such as efficient thermal management systems and intelligent high-capacity battery systems. Lay out the lithium battery recycling industry and build a "material-manufacturing-application-recycling" circular ecology. (IV) Enhance the sodium-ion battery industry. Focus on promoting the research and development of two major positive electrode materials, layered oxides and polyanions, promote the pilot production of hard carbon negative electrode materials, and accelerate the development of single-cell sodium-ion batteries with high initial efficiency and long life. Encourage enterprises to transform to sodium-ion batteries based on lithium-ion battery production lines, develop low-cost manufacturing production processes, and promote the implementation of projects such as battery cell packaging. Actively cultivate technical service industries such as sodium-ion battery certification and testing. (V) Cultivate the flow battery industry. Focus on breakthroughs in low-cost, high-efficiency flow battery energy storage technology, support the development of multiple technology routes, focus on accelerating the large-scale mass production of hydrochloric acid-based all-vanadium flow batteries, and promote the gradual pilot production of iron-chromium flow batteries and zinc-iron flow batteries. Relying on the basic advantages of our province's chemical and mechanical processing industries, accelerate the research and development of flow battery equipment, and focus on promoting the manufacturing of raw materials and equipment such as battery diaphragms, electrolytes, acid-resistant tanks, plastic-lined pipes, and battery stacks. Accelerate the localization and application of core components such as electromagnetic pumps and precision valves to enhance the supply of complete sets of equipment. (VI) Strengthen the compressed air energy storage industry. On the basis of introducing the equipment production line of China National Energy Storage, petrochemical machinery enterprises in the province are encouraged to extend to the manufacturing of compressed air energy storage equipment, forming a complete set of production capacity for core equipment such as compressors and expanders with a capacity of 100,000 kilowatts and above, as well as auxiliary equipment such as heat storage tanks, pressure vessel pipelines, heat exchangers, and control systems. Support design institutes and other units with corresponding qualifications to give full play to their technical advantages, research and break through the key technologies for the integration of 100-megawatt compressed air energy storage, form core technologies in expander design, salt cavern well testing, stability assessment, etc., and create a "one-stop" service industry system for consulting and surveying, equipment integration, and construction. (VII) Layout of flywheel energy storage industry. Carry out research on low-loss, high-energy-density flywheel energy storage technology, focus on supporting high-efficiency, fast dynamic response magnetic suspension bearing permanent magnet synchronous motor technology, high-voltage five-axis active magnetic bearing control technology, and high-vacuum environment high heat flux density heat dissipation technology research, and improve the independence level of core products such as large-capacity low-cost rotors, large-load bearing bearings, large-scale array control, high-power high-voltage high-speed motors, and high-efficiency fluid components.
