Recently, the National Development and Reform Commission issued the "Electricity Market Supervision Measures".
The entities involved in electricity trading are more diverse than in the early days of reform. New entities and new business forms such as new energy storage, virtual power plants, and load aggregators are constantly developing. The competitive landscape has also evolved from unilateral bidding on the power generation side to more buying and selling on the power generation side and the user side, and multi-party collaborative interaction of "source, grid, load, and storage". The rights and obligations of market members have undergone profound changes.
This revision defines the objects of power market supervision as power trading entities, power market operating institutions, power grid companies providing transmission and distribution services and other power market members. Power trading entities are expanded to include power sales companies, energy storage companies, virtual power plants, and load aggregators. At the same time, in accordance with the requirements for the independent and standardized operation of power trading institutions, the "power dispatching and trading institutions" are adjusted to "power market operating institutions", including power dispatching institutions and power trading institutions.
Increase the supervision content on power sales companies, power users, energy storage companies, virtual power plants, and load aggregators; clarify the supervision of contracts signed between power generation companies, grid companies, power sales companies, power users, energy storage companies, and other power trading entities; add supervision content on the participation of power sales companies owned by or affiliated with grid companies in market transactions and agency power purchases; and propose market monitoring and risk prevention requirements for power market operators in accordance with the Basic Rules for Medium- and Long-Term Power Transactions.
