Several measures on giving full play to market supervision functions to promote high-quality development of new energy storage industry
In order to implement the specific deployment of the Provincial Party Committee's "1310" and thoroughly implement the "Notice of the General Office of the People's Government of Guangdong Province on Issuing the Guiding Opinions on Promoting the High-quality Development of the New Energy Storage Industry in Guangdong Province", accelerate the high-quality development of the new energy storage industry in our province, give full play to the market supervision function, vigorously promote the construction of a quality-strong province and a strong province in intellectual property rights, promote the construction of a good situation driven by technology, market, and policy, and promote the construction of a new industrialization and manufacturing-strong province in our province. In light of the actual situation in our province, the following measures are proposed.
1. Optimizing market access for new energy storage industries
(I) Improve market access facilitation services. Promote the "one-stop service" for the establishment of new energy storage enterprises, and handle matters such as enterprise establishment registration, official seal engraving, license application, employee insurance registration and provident fund deposits at the same time. Continuously optimize the registration process, improve registration efficiency, promote on-the-spot completion, one-time completion, and time-limited completion, promote the multi-scenario application of electronic business licenses, and promote the realization of "one-stop service" for registration. (The Licensing and Registration Office is responsible, and all measures need to be implemented in cooperation with the market supervision bureaus of cities above the prefecture level, and are not listed one by one below)
(II) Optimize enterprise registration. Support enterprises to use new energy storage, lithium batteries, sodium-ion batteries, energy storage control chips, water electrolysis hydrogen production equipment, etc. as industry descriptions of enterprise names. Encourage local governments to guide applicants to independently select standardized items to handle business scope registration through thematic packages, business activity license approval guidelines, etc. Applicants can refer to policy documents, industry practices or professional literature, etc., apply for new business scope standardized items, and report to the State Administration for Market Regulation for updates and adjustments to support the development of emerging industries. 2. Improve the standard system of the new energy storage industry chain
(III) Improve the standard system of the new energy storage industry. Coordinate with relevant industry authorities to develop and revise local standards in the field of new energy storage, and give priority to relevant local standards that meet the project approval conditions. Support upstream and downstream enterprises of innovative platforms in the field of new energy storage to participate in the formulation of international standards, national standards, and industry standards, support relevant institutions and enterprises and institutions with conditions to develop group standards and enterprise standards in the field of new energy storage, and improve the standard system of the new energy storage industry. (IV) Improve the technical standard system for new energy storage equipment. Implement the strategic cooperation framework agreement between the Guangdong Provincial People's Government and China Southern Power Grid to jointly build a global new energy storage industry innovation highland in 2023, and support China Southern Power Grid to jointly establish and improve the technical standard system for the entire process of manufacturing, construction, operation, recycling and utilization of new energy storage equipment with upstream and downstream enterprises. (V) Improve the carbon peak and carbon neutrality standard system in Guangdong Province. Vigorously promote the application and implementation of the "Guangdong Province Carbon Peak and Carbon Neutrality Standard System Planning and Roadmap (2023-2030)" and the "Guangdong Province Hydrogen Fuel Cell Vehicle Standard System and Planning Roadmap (2020-2024)". 3. Enhance the measurement service capabilities of the new energy storage industry
(VI) Build a public service platform for carbon measurement. Relying on the Guangdong Institute of Metrology and other units to build the National Carbon Measurement Center (Guangdong) in Nansha, build a public service platform for carbon measurement, strengthen research on carbon measurement-related technologies and the collection, analysis, evaluation and application of carbon measurement data, carry out technical services such as carbon measurement diagnosis and carbon measurement review, and improve the carbon measurement technology system. (VII) Strengthen the construction of industrial metrology and testing service capabilities. Promote the construction of industrial metrology and testing centers in related fields to provide technical support for the new energy storage industry. Strengthen the construction of industrial testing alliances and industrial metrology technical committees in related fields, and improve the industrial testing supply and demand docking mechanism. Gather experts from universities, research institutes, technical institutions and large enterprises to serve the development of the new energy storage industry. 4. Strengthen the inspection and testing capabilities of the new energy storage industry
(VIII) Strengthen the construction of new energy storage inspection and testing capabilities. Promote the development and growth of inspection and testing institutions for chemical energy storage products such as lithium batteries and lead-acid batteries, continue to strengthen the construction of new energy storage inspection and testing capabilities, actively apply for the establishment of national energy storage product quality inspection centers, national hydrogen energy storage and transportation equipment quality inspection centers and other national public service platforms, build long-tube trailer inspection stations, and provide technical support services for the high-quality development of the new energy storage industry. (The Certification and Accreditation Department and the Science and Technology Information Department are responsible for the division of responsibilities)
(IX) Strengthen the inspection and testing capabilities of special equipment related to the energy storage industry. Strengthen the research on inspection and testing technologies and devices for high-pressure hydrogen storage equipment, further optimize the inspection and testing technologies for Type III high-pressure hydrogen storage cylinders, and study the compatibility test methods and devices for the plastic liners of Type IV high-pressure hydrogen storage cylinders and hydrogen. 5. Improve the quality and safety supervision system of new energy storage products
(X) Promote the implementation of the main responsibility of quality and safety of relevant business entities. Implement the publicity and training of the "Regulations on the Supervision and Management of the Implementation of the Main Responsibility of Quality and Safety by Industrial Product Production Units" and the "Regulations on the Supervision and Management of the Implementation of the Main Responsibility of Quality and Safety by Industrial Product Sales Units", promote relevant units to set up quality and safety directors and quality and safety officers in accordance with regulations, implement the "daily control, weekly investigation, monthly scheduling" system, strengthen product quality credit classification supervision, establish product quality credit files and display product quality credit information of high-quality enterprises, and create a quality development environment with high quality as the priority. (XI) Strengthen the safety supervision of hydrogen special equipment in accordance with the law. Strictly implement the hydrogen cylinder filling license, implement safety supervision on hydrogen storage pressure vessels that are special equipment, and urge users to handle installation notification, use registration, regular inspection, and maintenance and self-inspection in accordance with the requirements of safety technical specifications.
