(IV) Improve relevant support policies for new energy storage
13. Support the leasing of energy storage for new energy. Wind power and photovoltaic power generation projects that meet the energy storage configuration requirements by leasing centralized independent energy storage will be given priority for grid connection and consumption. Establish and improve a capacity leasing mechanism for centralized independent energy storage projects. The project capacity should be registered with the Tianjin Power Exchange and open to the public on a fair basis for leasing and use by new energy companies throughout the city. In principle, the lease contract should be valid for no less than 3 years. New energy companies are encouraged to sign long-term lease contracts with independent energy storage power station companies. The lease contract serves as the basis for new energy companies to configure energy storage capacity and connect projects to the grid. Independent energy storage leased by new energy can be put into operation within half a year of the new energy project being connected to the grid. 14. Improve the independent energy storage power market and operation and dispatch mechanisms. Support independent energy storage to participate in various power markets such as medium- and long-term transactions, spot and ancillary services, and accelerate the improvement of relevant transaction mechanisms and transaction rules. Encourage new energy storage to participate in ancillary services in various forms such as independent power stations, energy storage aggregators, and virtual power plants. When independent energy storage participates in power ancillary service transactions, it shall be cleared first according to market prices. Optimize the dispatch and operation mechanism. For independent energy storage projects, power grid companies should scientifically arrange priority calls. In principle, the number of full charge and discharge calls per year shall not be less than 300 times, to ensure the dispatch frequency and utilization rate of independent energy storage, and effectively play the role of new energy storage. 15. Improve the pricing mechanism for new energy storage. Scientifically evaluate the investment substitution benefits of new energy storage transmission and transformation facilities, identify several typical energy storage application scenarios, and explore the inclusion of cost benefits of grid-alternative energy storage such as energy storage that solves distributed photovoltaic access problems, energy storage that solves the quality of power supply at the end of the power grid, energy storage that alleviates grid congestion, energy storage that solves the supply guarantee for key areas and users, and emergency backup power storage into the transmission and distribution price recovery. In accordance with national requirements, improve the peak-valley time-of-use electricity price policy that is compatible with the power market, scientifically divide the peak-valley time periods, standardize the implementation scope of the peak-valley electricity price, reasonably arrange to widen the peak-valley price difference, and support new energy storage on the user side to obtain reasonable benefits through the peak-valley price difference. Improve the centralized independent energy storage electricity price mechanism. Before the operation of the electricity spot market, independent energy storage participates in the medium- and long-term electricity market. When charging, it is regarded as a general industrial and commercial user, and signs a market contract with the power generation enterprise or the power grid enterprise purchases electricity on behalf of it (no peak-valley floating); when discharging, it signs a peak time market contract with the user, and the power grid enterprise purchases the electricity outside the contract in full at a 20% increase in the coal-fired benchmark electricity price. After the operation of the electricity spot market, independent energy storage will form corresponding charging and discharging prices according to the rules of the electricity spot market. If independent energy storage supplies electricity to the grid, its corresponding charging power will not bear the transmission and distribution price, system operation costs, line loss costs in the online link, government funds and surcharges. 16. Improve financial and fiscal support policies. Strengthen the connection between banks and enterprises, encourage financial institutions to increase credit support for new energy storage projects, and support the construction of energy storage infrastructure and demonstration projects through various means such as debt, equity, and asset-backed plans, and promote the promotion and application of advanced energy storage technologies. Combined with support policies such as the demonstration and application of the first set of technical equipment, effectively utilize existing funding channels, and give preferential support to the industrialization of new energy storage key technology equipment and demonstration of application projects. Encourage all types of capital to establish new energy storage industry funds and innovation and entrepreneurship funds, support new energy storage innovative enterprises in accordance with market principles, and promote the transfer and transformation of scientific and technological achievements. V. Safeguard Measures
(I) Strengthen overall coordination. Strengthen the connection between this plan and relevant national and municipal plans to improve the scientific nature and operability of the plan. The municipal development and reform, planning and resources, industry and information technology, housing and urban-rural development, emergency management, fire protection, market supervision, ecological environment, finance, and finance departments shall implement the detailed plan tasks in accordance with the division of responsibilities, form a working synergy, and jointly promote the implementation of the plan. Establish and improve market-oriented mechanisms, improve the market-oriented trading mechanism and price formation mechanism for energy storage, and promote energy storage to gradually achieve sustainable development through the market. Strengthen coordination and cooperation among departments, actively implement the land use and grid connection conditions for new energy storage power station projects, carry out the dispatching management of key projects, and promote the projects to start construction as soon as possible and put into production as soon as possible.
(II) Encourage trials first. Encourage all types of market players to give full play to their respective advantages, actively explore innovations, and take the lead in building a new system and mechanism for the orderly development of energy storage. Districts can explore energy storage technology routes, innovate business models, study and introduce relevant support policies and reform measures based on actual conditions, and timely summarize successful experiences and practices that can be replicated and promoted. For advanced new energy storage projects, priority will be given to key construction projects at the municipal and district levels for promotion. Strengthen the management of demonstration projects during and after the event, and terminate the demonstration in a timely manner for projects that conceal circumstances or provide false information, projects that do not meet construction standards and still fail to meet rectification requirements, and projects that fail to be put into operation on schedule.
(III) Lay a solid foundation for development. Innovate the talent introduction and training mechanism, rely on Tianjin University's National Energy Storage Industry-Education Integration Platform, actively give play to Tianjin's superior educational resources, strengthen the construction of related disciplines and talent training, promote the organic connection and deep integration of the education chain, talent chain and industrial chain, and form an intellectual guarantee system to support the development of the energy storage industry. Promote the establishment of an energy storage industry alliance or an expert committee, strengthen industry self-discipline, support leading enterprises, scientific research institutes, and innovation platforms to participate in the formulation of relevant standards in the field of new energy storage, and provide professional support for government decision-making. Strengthen publicity and guidance, expand the demonstration and driving effect, and attract more social resources to participate in energy storage technology research and industrial innovation and development.
