The main equipment should comply with the relevant national standards and technical requirements for new energy storage, and pass the inspection and certification of institutions with corresponding qualifications. Network-related equipment should meet the technical requirements for safe operation of the power grid, and avoid problems such as poor quality of energy storage and low utilization efficiency. Medium and large energy storage power stations should use batteries with mature technology and high safety performance, and carefully select second-use power batteries. 11. Implement hierarchical and classified management. New energy storage projects on the power supply side should determine their scale, be planned, designed, and put into operation simultaneously with the main project. New energy storage projects on the grid side shall be managed in accordance with the planning and construction process of conventional grid projects. New energy storage projects on the user side shall be included in the planning and construction management of the user's main project. Independently constructed new energy storage projects should specify the construction scale, technical plan, access system, operation mode, etc. in the feasibility study report, and issue a review opinion after verification by a qualified assessment agency. Each district should promptly include the filing and construction status of energy storage projects in the management of the national energy storage big data platform, and track and monitor the implementation effects of the projects to provide demonstration guidance and useful reference for subsequent project construction. 12. Strengthen construction and operation management. New energy storage power stations should comply with relevant national requirements and strictly follow construction procedures such as safety, fire protection, and environmental protection. New energy storage on the power supply side and the grid side and centralized independent energy storage power stations should accept unified dispatching by the grid and have the ability to automatically receive dispatching instructions. Each district shall implement local responsibilities and coordinate the construction and safe operation management of new energy storage power stations. All departments shall implement management responsibilities according to their duties and strengthen the coordinated management of energy storage construction and operation. Grid companies should clarify the grid-connected operation standards for new energy storage. Energy storage construction and operation companies should implement the main responsibility for quality and safety. Before the grid-connected acceptance of the power station, they should complete the arrival sampling inspection of the main equipment, the whole station commissioning test and the grid-connected inspection as required; after the commissioning, they should strengthen online operation performance monitoring and evaluation, upload operation information to the grid dispatching department according to procedures, accept dispatching instructions, and ensure that the operating time of the energy storage power station, the availability of the power station and other performance meet the relevant technical requirements of the grid-connected commitment.
