Energy storage is the key support for promoting energy transformation and achieving energy change. The development of energy storage is of great significance for supporting the large-scale development of new energy in our city, building a pioneer city in the energy revolution, and achieving the strategic goals of "carbon peak and carbon neutrality". In order to promote the healthy and orderly development of new energy storage, this plan is formulated in accordance with the "Guiding Opinions on Accelerating the Development of New Energy Storage" and the "14th Five-Year Plan for the Development of New Energy Storage" issued by the National Development and Reform Commission and the National Energy Administration, and in combination with the "14th Five-Year Plan for Energy Development in Tianjin".

I. Guiding Ideology

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, based on the new development stage, fully, accurately and comprehensively implement the new development concept, build a new development pattern, and thoroughly implement the new energy security strategy of "four revolutions and one cooperation". Focusing on achieving the goals of "carbon peak and carbon neutrality", with scientific and technological innovation as the endogenous driving force, market mechanisms as the fundamental support, policy environment as a strong guarantee, and pilot demonstration as an important means, we will promote the high-quality development of new energy storage while seeking progress in stability, and form a good pattern of coordinated and orderly development of new energy growth, consumption and storage, which will provide strong support for accelerating the construction of a clean, low-carbon, safe and efficient modern energy system.

II. Basic Principles

Coordinated layout and orderly development. In light of the actual development of new energy, we will focus on meeting the peak-shaving needs of the power grid and improving the safety and stability of the power system, strengthen top-level design, reasonably determine development goals, scientifically plan key projects, and actively and orderly promote the high-quality development of new energy storage.

Innovation leads, demonstration takes precedence. Adhere to the principle of starting with the easy and then the difficult, and take the lead from point to surface, play a leading role in demonstration, promote innovation in energy storage technology, application scenarios and business models, help innovate new energy storage technologies, upgrade industries and reduce costs, and effectively support the sustainable development of the new energy storage industry.

Market-led and policy-driven. Fully mobilize the enthusiasm of various market players to participate in the development of energy storage, encourage social capital investment and construction, and create a market environment of fair competition. Combined with different application scenarios of sources, grids, and loads, relevant support policies are implemented to promote the integrated and coordinated development of energy storage, traditional energy, and new energy.

Strengthen responsibility and ensure safety. Improve the management mechanism of new energy storage projects, standardize project development processes and construction standards, and optimize the grid-connected management procedures of energy storage projects. Strictly adhere to the bottom line of safety, implement safety responsibilities in all links of the industrial chain, and ensure the safety of the entire process of construction and operation of new energy storage projects.

3. Work Objectives

By 2025, new energy storage will have shifted from the initial stage of commercialization to large-scale development, with gradually improved technological innovation capabilities, further expanded industrial systems, a sound policy environment, a mature market mechanism and business model, and deep integration and development of new energy storage and power systems. Taking into account the city's power supply security, system regulation capabilities, power grid and user needs, a new energy storage power station of 1 million kilowatts will be built, and the scale of new energy storage power stations will be further expanded during the 15th Five-Year Plan period to effectively support the peak-shaving demand for new energy power.

IV. Key Tasks

1. Promoting the large-scale development of new energy storage

1. Vigorously develop power supply side energy storage. Combined with the operation of the power system and the development needs of new energy, comprehensively promote "new energy + energy storage", realize the deep integration of energy storage and new energy power generation, and ensure the efficient consumption and utilization of new energy. New centralized wind power and photovoltaic power generation projects shall be equipped with energy storage facilities in accordance with the prescribed proportion, and new energy power generation enterprises shall be encouraged to give priority to meeting the energy storage configuration requirements through the centralized independent energy storage sharing capacity method. If the energy storage capacity configured by new energy enterprises does not reach the promised proportion, it shall be deducted according to 2 times the scale of the new energy capacity corresponding to the unfinished energy storage capacity until all the energy storage capacity is disconnected from the grid. Actively develop "conventional power supply + energy storage", encourage coal-fired power companies to reasonably configure energy storage facilities, and coordinate with coal-fired units to participate in auxiliary services such as peak regulation and frequency regulation. Support the construction of new energy storage or wind and solar storage facilities using the existing sites and transmission and transformation facilities of retired thermal power units. Promote the construction of source-grid-load-storage integration and multi-energy complementary projects such as the Lingang Economic Zone of the Binhai New Area, the Jiuyuan Industrial Park of Baodi, and the Ninghe Modern Industrial Park, promote the optimization and integration of various energy resources, and improve the overall operation efficiency of the system. 2. Develop grid-side energy storage in accordance with local conditions. Rationally plan and build new energy storage at the end of the grid and in areas with insufficient power supply capacity, transmission corridors or areas with tight substation site resources to solve problems such as transmission congestion and uneconomical power supply for long-distance transmission and transformation projects, reduce the comprehensive construction cost of grid infrastructure, and improve the overall power supply capacity and operation level of the grid. In combination with the actual needs of important power load users, under the premise of safety and reliability, build mobile or fixed new energy storage as an emergency backup power supply to improve the system's emergency power supply guarantee capabilities. 3. Flexibly develop user-side energy storage. For power users in industries such as industry, communications, finance, and the Internet that have high requirements for power supply reliability and power quality, new energy storage should be reasonably configured according to the needs of system operation to enhance the power self-balancing capability and reduce the peak and frequency regulation pressure of large power grids. Support the aggregate use of distributed energy storage facilities such as uninterruptible power supplies, electric vehicles, and user-side energy storage, and explore various business models such as smart energy and virtual power plants based on technologies such as big data, cloud computing, artificial intelligence, and blockchain. Encourage the configuration of new energy storage based on distributed new energy, microgrids, and incremental distribution networks around application scenarios such as big data centers, 5G base stations, industrial parks, and highway service areas, and explore new models of energy storage integration and development. 4. Coordinate the layout of centralized independent energy storage. In combination with the needs of power grid peak regulation, a number of centralized independent energy storage power stations will be coordinated and laid out in relatively concentrated areas of new energy such as the Binhai New Area Economic Development Zone, Dagu Street and Bonded Zone, Wuqing District Dongmaquan Town, Baodi District Datangzhuang Town, Ninghe District Dongjituo Town, Jinghai District Daqiuzhuang Town, Economic Development Zone, etc. Centralized independent energy storage power stations can be implemented in phases. In principle, the initial construction capacity should not be less than 150,000 kilowatts. They will be built by professional energy storage investment and operation companies, and can adopt a sharing model to provide capacity leasing services to new energy projects. They will operate independently of new energy projects and accept unified dispatching by the power grid. Energy storage investment and operation companies are responsible for their own profits and losses and bear the main responsibility for the construction and operation of power stations.
