In order to effectively respond to the adverse effects of the COVID-19 epidemic, resume agricultural production in the province as soon as possible, and ensure the market supply of important agricultural products, the Shandong Provincial Government recently issued "Several Measures on Actively Responding to the COVID-19 Epidemic, Accelerating the Restoration of Agricultural Production, and Ensuring Stable Production and Supply of Important Agricultural Products", which stipulates that agricultural production electricity prices shall be applied to the electricity used in fresh-keeping storage facilities built in rural areas by family farms, farmers' cooperatives, supply and marketing cooperatives, postal express companies, and leading agricultural industrialization companies.

Since the outbreak of the epidemic, the production and sales of some enterprises have been affected, and their operations have been difficult. The Shandong Provincial Development and Reform Commission has actively responded and recently issued a series of electricity price policies to support enterprises to resume work and production. First, the "no interruption of supply for arrears" policy is implemented for small and medium-sized enterprises to ensure normal production of enterprises; secondly, for enterprises that cannot start work or resume work normally during the epidemic prevention and control period, the change cycle of the capacity (demand) electricity price billing method and the reduction (suspension) period are relaxed to reduce the impact of the epidemic on the operation of enterprises; this time, the electricity consumption of fresh-keeping storage facilities will be adjusted from the "industrial, commercial and other electricity consumption" category to the "agricultural production electricity consumption" category, which can reduce the cost of enterprises by about 0.1 yuan per kilowatt-hour. It is preliminarily estimated that the relevant users in the province can reduce the electricity bill burden by 540 million yuan. In addition, this policy will continue to be implemented after the epidemic is over, and it will effectively support the expansion and strengthening of agricultural enterprises in the province.
